Workforce Solutions Alamo (WSA) is soliciting proposals from qualified and experienced organizations to deliver comprehensive Youth Workforce Services throughout its thirteen (13) county service area. Services will support eligible In-School Youth (ISY) and Out-of-School Youth (OSY) under the Workforce Innovation and Opportunity Act (WIOA) and related state and local workforce initiatives.The purpose of this solicitation is to identify a Contractor that can:-Recruit, enroll, and serve eligible youth, prioritizing Out-of-School Youth and individuals with significant barriers to employment-Deliver the fourteen (14) required WIOA youth program elements-Implement sector-based career pathway strategies aligned with regional labor market demand-Develop and maintain strong employer partnerships to support work experience, internships, and employment placement-Ensure equitable access to services across rural and urban communities-Meet or exceed state-negotiated and locally established performance measures-Maintain strong fiscal accountability, data integrity, and compliance with all applicable federal, state, and local requirements
