Tender summary

The Department of Health, Disability and Ageing requires the services of program administrator/s to support the Community Service Obligation (CSO) (CSO Funding Pool and CSO & National Diabetes Services Scheme (NDSS) Services) and the Chemotherapy Compounding Payment Scheme (CCPS). The Department is seeking Tenders for an Administration Agency/s which will be engaged to provide administrative services in relation to both, or either, of these programs. The programs broadly covers the following elements: • CSO: monitoring the performance of CSO Distributors, including their adherence to the CSO Operational Guidelines and CSO Distributor’s Deed; and • CCPS: assessment of the quantum of funding owed to TGA licensed compounders each month under the CCPS, with the Administration Agency making the required payments to licensed compounders. The Administration Agency/s will be engaged to provide administrative services in relation to both or either of the Community Service Obligation (CSO) (CSO Funding Pool and CSO & National Diabetes Services Scheme (NDSS) Services) and the Chemotherapy Compounding Payment Scheme (CCPS). CSO - CSO Funding Pool and CSO & NDSS Services Under the CSO arrangements, CSO Distributors, receive payments for supplying PBS and Section 100 Medicines, and NDSS Products to community pharmacies and NDSS Access Points. The successful Tenderer appointed to the role of the Administration Agency will be required to conduct a range of activities monitoring the performance of CSO Distributors against the CSO Distributor Deeds and the CSO Operational Guidelines, including: • ensuring compliance by the CSO Distributors with all of their obligations, including the CSO Compliance Requirements and CSO Service Standards; • calculating the monthly payments for PBS and Section 100 units and the supply costs for NDSS Products; • conducting site audits of the warehouses and storage facilities used by CSO Distributors to store CSO Products; • operating a payment system that is capable of processing up to 25 million PBS and Section 100 units and approximately 600,000 NDSS products monthly, • establishing and operating a Help Desk for Participants; • identifying, investigating and notifying each CSO Distributor of breaches against its obligations to the Commonwealth under the CSO Distributor Deed; • providing monthly, quarterly and annual reports on CSO Product sales activities, sanctions, audits and distribution issues; and • co-operating in good faith with the NDSS Administrator. CCPS Under the National Health (Efficient Funding of Chemotherapy) Special Arrangement 2024, compounders are entitled to specific payments for the compounding of eligible chemotherapy items. The successful Tenderer appointed to the role of the Administration Agency will be required to conduct a range of administrative services for the CCPS, including: • actively monitoring the TGA license status of compounders and ensuring that Compounding Funds are being Administered in accordance with the Deed of Agreement; • developing and maintaining a system to receive and store data, and assess and maintain Compounder IDs to all TGA- and non TGA licensed compounders; • assessing all data relevant to the Chemotherapy Compounding Administrative Services; • assessing compounder ID applications and compounder ID allocations; • receiving and securely managing Commonwealth funds, including establishing the banking accounts necessary for this purpose; • calculating and making payments to TGA-licenced compounders based on PBS online data; • investigating and resolving any anomalies, inconsistencies or other problems with the data with the relevant TGA-licensed compounder(s); • operating a Help Desk to for compounders; and • providing monthly and annual reports in relation to the services required under the contract.
