<p><strong>Sources Sought Notice / Market Research</strong></p> <p><em>(MATOC &ndash; Construction Services)</em></p> <p>This Sources Sought Notice is issued in accordance with <strong>FAR Part 10, Market Research</strong>, for planning purposes only and does not constitute a formal solicitation. The Government intends to issue a solicitation amendment for <strong>W56ZTN‑26‑R‑0004</strong> in the coming days. Responses to this notice will assist the Government in identifying qualified <strong>8(a) small businesses</strong> capable of supporting a forthcoming <strong>Multiple Award Task Order Contract (MATOC)</strong> for construction services.</p> <p>The Army Contracting Command &ndash; Aberdeen Proving Ground (ACC‑APG) is seeking interested and capable 8(a) firms for a <strong>Firm‑Fixed‑Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ)</strong> MATOC in accordance with <strong>FAR 16.504</strong>. The Government anticipates awarding <strong>up to five (5)</strong> contracts under an 8(a) competitive set‑aside.</p> <p><strong>Scope of Work</strong></p> <p>The MATOC will provide <strong>comprehensive construction and real property services</strong>, including but not limited to:</p> <ul> <li>Facility maintenance, repair, and alteration</li> <li>Renovation and new construction</li> <li>Building demolition</li> <li>Base utility system maintenance and repair</li> <li>Environmental and industrial hygiene services (asbestos/lead abatement, soil/gas analysis, UXO monitoring)</li> </ul> <p>Contractors shall furnish <strong>all labor, equipment, materials, tools, supervision, transportation, insurance, and bonding</strong> necessary to perform work under individual task orders.</p> <p>The anticipated contract structure includes:</p> <ul> <li><strong>Five‑year base period</strong></li> <li><strong>Six‑month option period</strong></li> <li><strong>Estimated total value: ~$124M</strong></li> </ul> <p><strong>Performance Locations</strong></p> <p>Construction work will be performed under individual task orders at the following installations and surrounding areas:</p> <p><strong>Designated Performance Areas</strong></p> <ul> <li><strong>Aberdeen Proving Ground</strong> (Aberdeen Area &amp; Edgewood Area)</li> <li><strong>Graces Quarters &amp; Carroll Island</strong></li> <li><strong>Churchville Test Area</strong></li> <li><strong>Blossom Point Research Facility</strong></li> <li><strong>Adelphi Laboratory Center</strong></li> <li><strong>Additional designated areas located in Harford and Baltimore Counties, Maryland</strong></li> </ul> <p>Additional details and full performance requirements will be provided in the Draft Performance Work Statement (PWS).</p> <p>No phone calls or email inquiries regarding the status of any future solicitation will be accepted prior to its official release.</p> <p><strong>Submission Instructions</strong></p> <p>Responses are due <strong>no later than 10:00 AM EST on 29 April 2026</strong> and must be submitted via email to:</p> <ul> <li><strong>Debora Thelen</strong>, debora.c.cardosothelen@army.mil , Contract Specialist</li> <li><strong>Donna Poteat</strong>, donna.n.poteat.civ@army.mil, Contracting Officer</li> </ul> <p>No phone calls or inquiries regarding the future solicitation will be accepted.</p> <p><strong>Submission Requirements</strong></p> <p>Interested 8(a) firms are requested to submit a <strong>Capabilities Statement (max 10 pages)</strong> demonstrating their ability to perform construction services under this MATOC. SAM Registration</strong></p> <p>Confirm active registration in <strong>SAM.gov</strong>.</p> <p><strong>3. Capability Statement</strong></p> <p>Provide evidence of:</p> <ul> <li>Organizational and staff capability</li> <li>Experience with construction, renovation, demolition, utilities, and environmental services</li> <li>Past performance on Government or commercial construction contracts</li> <li>Experience working on secure or controlled‑access military installations</li> <li>Quality assurance/quality control procedures</li> <li>Ability to meet performance timelines and reporting requirements</li> </ul> <p><strong>4. Teaming Arrangements</strong></p> <p>If applicable, describe:</p> <ul> <li>Subcontracting approach</li> <li>Roles and responsibilities</li> <li>Management structure for team execution</li> </ul> <p><strong>5.
