To ensure public health and safety and increase public access, The parking lot is poorly constructed with inadequate sub-base and little base gravel. Soil under gravel is clay-rich and holds water, causing settling, cracking, water infiltration, freeze/thaw breakup and heaving. Over 65% of the Parking Lot has alligator cracking.
