REQUEST FOR EXPRESSION OF INTEREST (REOI) (CONSULTING SERVICES – FIRM SELECTION) Republic of the Philippines Department of Agriculture MINDANAO INCLUSIVE AGRICULTURE DEVELOPMENT PROJECT Project Support Office Assignment Title: Conduct of Mid-term Evaluation Study Reference Number: MIADP-PSO-CS-06-2026 The Government of the Philippines has received financing in the amount of US$ 100,000,000 equivalent from the World Bank toward the cost of the Mindanao Inclusive Agriculture Development Project, and it intends to apply part of the loan proceeds to payments of consultancy services for the Conduct of Mid-term Evaluation Study . The project includes the following active components: I. Component 1: Ancestral Domain Social Preparation and Planning This component provides a range of organizational and institutional capacity-building assistance to IPOs, including community entry and social preparation activities prior to implementation. A key deliverable is the Ancestral Domain Agriculture Implementation Framework (ADAIF), an investment planning document guiding potential infrastructure, production support and enterprise development projects. Other activities include post-project sustainability mechanisms and further institutional strengthening for IPOs. II. Component 2: Resilient Ancestral Domain Agri-Fisheries Infrastructure This component increases the resiliency of producers in ADs thru climate-proofed rural infrastructure identified in the ADAIFs, strengthening food supply chains, and improving access to markets. Component activities include the provision of technical assistance for packaging appropriate rural infrastructure projects such as farm to market roads, bridges, agricultural tramlines, small irrigation systems, potable water systems, and post-harvest facilities, among others. III. Component 3: Ancestral Domain Agri-Fisheries Production and Enterprise Development. This Component supports IP organizations identified in the ADAIF in developing or expanding agri-based enterprises that enhance productivity, resiliency, and market access. It integrates natural resource management and climate-smart agricultural practices to ensure investment sustainability and climate resilience. Activities support indigenous knowledge, systems, and practices (IKSPs) alongside the promotion and adoption of climate smart agricultural technologies in the host ancestral domain communities. IV. Component 4: Project Management and Support, Monitoring, and Evaluation . This Component covers operational support for implementing Components 1-3, including finance and administration, procurement, environmental and social safeguards, and project planning, monitoring and evaluation. The period of engagement will take five (5) months from the issuance of the Notice to Proceed in support to ancestral domain areas in different regions of Mindanao. The Department of Agriculture-Mindanao Inclusive Agriculture Development Project (DA-MIADP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A consultant will be selected using the Consultant’s Qualification Selection (CQS) method set out in the Consultant Guidelines.
