Tender summary
<p>The Alaska Army National Guard (AKARNG) requires a complete, turn-key postage metering and reporting system. The system must provide the capabilities to weigh mail, print postage, and generate detailed reports. The preferred reporting system will be a web-based format that aggregates all required information, including the weight of outgoing mail in pounds and ounces, the number of outgoing pieces, and monthly totals of postage costs.</p> <p>Device relocation may be required during the life of the contract as determined necessary by the Government. However, any relocation will require prior approval and coordination with the Contracting Office.</p> <p>The intention is to award a Firm-Fixed-Price contract for a base year with four (4) one-year option periods.</p> <p><strong>Minimum Requirements</strong></p> <p>The postage metering and reporting system shall be capable of the following:</p> <p><u><strong>Equipment Specifications</strong></u><br /> <br /> <strong>Processing Speed </strong>130 Letters Per Minute<br /> <strong>Scale Capacity </strong>70 lb. capacity<br /> <strong>Functionality </strong>Must be capable of weighing mail and printing postage<br /> <strong>Network Certification</strong> Must have a Certificate of Networthiness (CoN) for DoD networks.</p> <p><strong><u>Reporting Capabilities</u></strong></p> <p><strong>Accessibility </strong>Web-accessible reporting is preferred<br /> <strong>Redundancy </strong>Redundant reporting capability is desired<br /> <strong>Data Points </strong>Must include weight (lbs/oz), cost per piece, total postage costs, and number of outgoing pieces</p> <p><u><strong>Services and Support</strong></u><br /> <br /> <strong>Postage Download </strong>A non-complex process for downloading postage<br /> <strong>Training </strong>In-person or online customer service and user training<br /> <strong>Maintenance & Repair </strong>Routine maintenance and repair services included<br /> <strong>Supplies </strong>Replacement supplies must be provided<br /> <strong>Rates </strong>Discounted rates for Federal customers as applicable</p> <p></p> <p><strong>Delivery and Performance:</strong></p> <ul> <li> <p><strong>Delivery Location:</strong><br /> Building 49-000, Camp Denali, JBER-Richardson, Alaska 99505.</p> </li> <li> <p><strong>Ready for Use Date:</strong><br /> Devices shall be delivered and ready for use no later than <strong>01 September 2026</strong>.</p> </li> </ul> <p><strong>Contract Period of Performance</strong></p> <p><strong>Base Year: </strong>01 September 2026 - 31 August 2027<br /> <strong>Option Year 1: </strong>01 September 2027 - 31 August 2028<br /> <strong>Option Year 2: </strong>01 September 2028 - 31 August 2029<br /> <strong>Option Year 3: </strong>01 September 2029 - 31 August 2030<br /> <strong>Option Year 4: </strong>01 September 2030 - 31 August 2031<br /> </p> <p><strong>Evaluation and Award</strong></p> <p>The Government will evaluate offers based on the following factors in accordance with FAR 12.602:</p> <p><strong>1.
