<p>This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. The Army Contracting Command &ndash; Redstone Arsenal intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price (FFP) contract for the Aviation Turbine Engine Project Office (ATE PO) to General Electric-Aerospace (GE-A), 1 Neuman Way, Cincinnati, OH 45215-1988, Commercial Government Entity (CAGE) Code 07482. Pursuant to the authority, 10 U.S.C. 2304(a)(1), as implemented by RFO/FAR Part 6.103(b) and (c)(2)(i), &quot;Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements &ndash; Substantial duplication of costs to the Government that is not expected to be recovered through competition.&rdquo;</p> <p>This requirement is for a new contract for highly specialized logistical and technical services in support of the General Electric (GE) T700 Series engines. The Contractor Field Service Representatives (CFSRs) will provide logistical and technical support for the T700 Series Engines manufactured by GE and supplied to the Government, at such activities and installations in OCONUS or CONUS. These services will be provided by factory trained technicians who are fully qualified to perform as CFSRs assigned on-site. The Government does not own a complete Technical Data Package (TDP) for the T700 series engine, including system/subsystem drawings, tooling drawings, software source code or models and simulations.&nbsp; The Government desires that the vendor maintain an office with technical, logistics and contracting personnel in the Huntsville, AL vicinity.&nbsp; The Government desires that all software and hardware have, at a minimum, Government Purpose Rights (GPR).&nbsp;</p> <p>This effort is anticipated to be on an Other Than Full and Open Competition, Sole Source basis.&nbsp; The Government intends to solicit and award a Firm Fixed Price (FFP) contract over an estimated 60 month period of performance.</p> <p>All responsible sources may submit a capability statement, which shall be considered by the agency, demonstrating the ability to provide the requested services, and address capabilities and level of technical knowledge of the T700 series engine. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored.
