Summary
<p><strong>THIS IS A SOURCES SOUGHT NOTICE ONLY.</strong></p> <p>The U.S. Government is conducting market research to determine the availability and capability of responsible sources to provide non-personal services for peer intervention training focused on firearms and Lethal Means Safety (LMS), as detailed in the <strong>attached Performance Work Statement (PWS)</strong>. The contractor shall provide all personnel, equipment, and materials necessary to deliver a range of LMS training modules and engagement services. The training must be data-driven, interactive, and tailored to military audiences. Key services include:</p> <p><strong>LMS Training Modules:</strong></p> <ul> <li><strong>Baseline LMS Training:</strong> Large-scale (up to 1,000-5,000 Soldiers) interactive instruction.</li> <li><strong>Immersive Training:</strong> Scenario-based training to build crisis intervention confidence.</li> <li><strong>Leadership Team Training:</strong> Equipping leaders to foster a culture of peer intervention.</li> <li><strong>OCONUS Reintegration Training:</strong> Providing LMS skills to deployed Soldiers prior to their return.</li> <li><strong>Family/Community Oriented Training:</strong> Equipping family members and community networks with LMS tools.</li> <li><strong>On-Going Individual Training:</strong> Regularly scheduled training for specific or high-risk audiences.</li> </ul> <p>The work will be performed at various <strong>CONUS and OCONUS</strong> locations as specified in individual task orders. Potential locations include, but are not limited to, <strong>Forts Hood, Bliss, Riley, and Sill, and various sites in Europe (Germany, Poland, Kuwait).</strong></p> <p><strong>Key Personnel:</strong></p> <ul> <li><strong>Program Manager:</strong> Must have at least five years of experience in developing curriculum for and providing LMS instruction.</li> <li><strong>Training Instructors:</strong> Must have at least one year of experience providing LMS instruction and experience with the Department of Defense.</li> </ul> <p><strong>Response Instructions</strong></p> <p>Interested parties may submit a capability statement, limited to no more than 10 pages, including the following information:</p> <ol> <li><strong>Company Information:</strong> Company name, point of contact, phone number, email address, UEI number, and CAGE code.</li> <li><strong>Business Status:</strong> Small business status and any socioeconomic certifications (e.g., 8(a), SDVOSB, WOSB, HUBZone).</li> <li><strong>Past Performance:</strong> Provide examples of similar work performed within the last five years for government or commercial clients. Please include contract numbers, a brief description of the work, and points of contact. Specifically address experience in: <ul> <li>Delivering LMS, suicide prevention, or related behavioral health training to military audiences.</li> <li>Developing and updating training curriculum based on current research and data.</li> <li>Providing training services in both CONUS and OCONUS environments.</li> </ul> </li> <li><strong>Technical Capability & Personnel:</strong> <ul> <li>Confirm your ability to perform all training and engagement services listed in the "Requirement Description" section.</li> <li>Describe your approach to recruiting, retaining, and ensuring your instructors and key personnel meet the qualifications outlined in the PWS.</li> </ul> </li> <li><strong>Pricing Structure:</strong> Describe your typical firm-fixed-pricing structure for similar training services (e.g., per event, per training day/week, per person).</li> <li><strong>Feedback:</strong> Identify any terms or conditions in the PWS that may unnecessarily restrict competition.</li> </ol>
