Notice of Intent to Sole Source - Multi-Function Electronic Warfare (MFEW) Systems

<p>THIS SYNOPSIS IS FOR INFORMATION PURPOSES ONLY.&nbsp;Program Manager&nbsp;Ground Based Air Defense (PM&nbsp;GBAD)&nbsp;within&nbsp;Program Executive Officer, Land Systems&nbsp;Marine Corps intends to&nbsp;negotiate and&nbsp;award&nbsp;on a&nbsp;sole-source&nbsp;basis&nbsp;to&nbsp;Sierra Nevada Corporation (SNC),&nbsp;of&nbsp;444 Salomon Cir. Sparks, NV 89434-9651&nbsp;for the procurement&nbsp;of the&nbsp;Multi-Function Electronic Warfare (MFEW) Systems,&nbsp;spares,&nbsp;maintenance and repair, EIT Support and program management in support of the PM GBAD Marine Air Defense Integrated System (MADIS) program.&nbsp;This effort is expected to be awarded in late November 2027 with a period of performance of one year with four option years.&nbsp;&nbsp;</p> <p>SNC is the original designer, developer, and producer of the MFEW systems. SNC is the only firm that&nbsp;possesses&nbsp;the technical data, software, intellectual property&nbsp;rights,&nbsp;experience&nbsp;and active production facility&nbsp;necessary to fulfill the Government&rsquo;s requirements.&nbsp;The&nbsp;Government does&nbsp;not&nbsp;possess&nbsp;a complete technical data package (TDP)&nbsp;or the&nbsp;source code&nbsp;for these systems&nbsp;and&nbsp;cannot build&nbsp;or&nbsp;repair MFEW&nbsp;systems.&nbsp;The Government is not aware of any&nbsp;third-party&nbsp;vendors&nbsp;licensed&nbsp;to use SNC&rsquo;s&nbsp;technical data&nbsp;or source code&nbsp;to produce or service&nbsp;the MFEW systems.</p> <p>THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.&nbsp;This acquisition is being pursued on a sole source basis under the statutory authority of&nbsp;10 U.S.C. &sect;3204(a)(1), as implemented by FAR 6.103-1(c)(2), &ldquo;Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements&rdquo;.&nbsp;&nbsp;</p> <p>Unless&nbsp;stated&nbsp;herein, no&nbsp;additional&nbsp;information is available.&nbsp;Responsible interested parties may&nbsp;identify&nbsp;their interest and capability to&nbsp;respond to this requirement within seven days after the date of publication of this synopsis.&nbsp;Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.&nbsp;Contractors are advised that the Government will not&nbsp;provide compensation for any information or administrative costs incurred in response to this notice of intent.&nbsp;All submissions shall become Government property and will not be returned.&nbsp;The North American Industry Classification System code is&nbsp;334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
