Amendment will be issued using SF30.</p> <p>*******************</p> <p>This procurement will be solicited as full and open, Invitation for Bid (IFB). This Procurement will be conducted under PSC CODE: Y1KF, NAICS Code: 237990. The size standard for this code is $37,000,000.</p> <p>All questions should be directed to the Contract Specialist, Lisa Ip: Lisa.I.Ip@usace.army.mil. Estimated Cost Range is between $5,000,000 and $10,000,000.</p> <p>JOB DESCRIPTION: The IFB is for the San Joaquin/ Port of Stockton FY26 Maintenance Dredging Project, Contra Costa, Sacramento, and San Joaquin Counties, California. The work includes maintenance dredging of the San Joaquin/ Port of Stockton River DWSC to -35-ft (MLLW) plus 1 foot of paid over depth, except the sediment trap, which shall be dredged to -38.5-ft (MLLW) plus 1 foot of paid over depth. All material is suitable for the upland sites shown on plan sheets. Dredge material may be suitable for beneficial reuses at contractor furnished sites in accordance with the permit requirement of the specific reuse sites and per the requirements in specifications.</p> <p>ALL BIDS will be due on May 11, 2026 at 11:30 AM PDT. The specific date and time are identified in the solicitation.</p> <p>BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED, OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, AND/OR FINAL AWARD PROCESS.</p> <p>The only plan holders/bidders list is available via Sam.gov. In order to view or add to the list, you will need to be registered and sign into SAM.gov. When viewing this Synopsis/Pre-Solicitation Notice, you will select, ADD ME TO INTERESTED VENDORS to enter your information. This function does not, however, allow you to identify yourself as a Prime or Subcontractor. It is recommended that you identify your company in parentheses. For example:(Prime/Sub) XYZ Construction or XYZ Construction (Prime/Sub).</p> <p>For further details on partnering with USACE, please visit https://www.usace.army.mil/Business-With-Us/Partnering/.</p> <p>NOTE:</p> <p>a) In preparation for prospective to submit offers when the IFB is issued, it is imperative that all prospective Offerors (including their subcontractors) must be registered in the System for Award Management (SAM - www.SAM.gov) and the Procurement Integrated Enterprise Environment (PIEE) website in order to be able to view and download solicitation information, and to submit offers.</p> <p>b) Solicitation documents, plans, and specifications are only available to be download from PIEE, which may be accessed at https://wawf.eb.mil OR https://piee.eb.mil OR https://piee.eb.mil/xhtml/unauth/home/login.xhtml.</p> <p>c) Offers MUST BE submitted electronically through the PIEE website.</p> <p>d) Registration should be completed one (1) week prior to the anticipated solicitation release date.
