ZM-MTOL-458695-CS-INDV The Government of the Republic of Zambia through the Ministry of Transport and Logistics, has received financing from the World Bank towards the cost of the Transport Corridors for Economic Resilience Project and intends to apply part of the proceeds for Individual Consulting Services to undertake a comprehensive assessment of Statutory Instrument No. 7 of 2018 and provide recommendations to the Government on improving the Instrument and/or alternative policy, regulatory, and institutional mechanisms to effectively promote modal shift from road to rail. The consulting services will be undertaken in Five (5) months. The individual consultant is expected to assess assess the performance and impact of SI No. 7 of 2018 from 2019–2023; analyse modal share trends between rail and road transport for bulk commodities; identify key constraints (infrastructure, operational, regulatory, commercial) affecting rail uptake; evaluate existing compliance, monitoring, and reporting systems; review institutional arrangements supporting modal shift; assess whether SI No. 7 of 2018 remains fit-for-purpose or requires revision or replacement; provide policy, regulatory, and non-regulatory options to promote modal shift (including incentives, market-based instruments, and infrastructure support); recommend institutional, operational, and digital systems to support data collection, monitoring, and decision-making; and propose an implementation and monitoring framework for recommended interventions. The Ministry of Transport and Logistics now invites eligible National Individual Consultants to indicate their interest in providing the Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services including updated Curriculum Vitae (CV) and a short expression of interest summarizing their understanding and approach of the assignment. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations. Guidance on contents of the EOI : The following instructions need to be followed when submitting Expressions of Interest (EoI) which will be used as short-listing criteria : EoIs should be submitted either in hard and/or soft copies within the stated deadline. Hard Copies should be delivered to the address provided below by T uesday 9 th June , 2026 at 14:30 local time . Consultants may make arrangements to have their Expressions of interest delivered by courier services.
