Prior experience with the World Bank Environmental and Social Safeguard measures is highly desirable; ii. Experience in the Environmental and Social Impact Assessment/ESMP implementation in at least five (5) similar projects financed by international organizations or bilateral/multilateral development organizations in Sub Saharan countries; iii. Prior experience delivering on the environmental and social components for assignments involving Detailed Engineering, Design Review and Tender Document Preparation of Road Projects; iv. A solid capacity to engage with multi-level stakeholders across different sectors and experience in holding consultations with vulnerable and disadvantaged groups, and senior officials in local and national government and appropriately documenting such engagements; v. Strong writing and demonstrated capability to produce high- quality analysis, to develop and deliver well-written and comprehensive reports on a timely basis; and vi. Demonstrated ability to establish networks of contacts for the identification of analytical topics and collection of relevant data (including biophysical, socio-economic and cultural data). 8. Republic of Zambia Ministry of Commerce, Trade and Industry REQUEST FOR EXPRESSION OF INTEREST (REOI) TRANSPORT CORRIDORS FOR ECONOMIC RESILIENCE (TRACER) Project ID No: P 180801 ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR THE PREPARATION OF THE ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) AND THE RESETTLEMENT ACTION PLAN (RAP) REPORTS FOR THE DEVELOPMENT OF THE NAKONDE ONE STOP BORDER POST (OSBP) The Government of the Republic of Zambia (GRZ) has received funding from the World Bank (WB) to undertake consultancy services for the preparation of the Environmental and Social Impact Assessment (ESIA) and the Resettlement Action Plan (RAP) reports for the development of the Nakonde One Stop Border Post (OSBP) under the Transport Corridors for Economic Resilience (TRACER) project. Nakonde border is a major border on the North-South Corridor through which international cargo and bulk commodities between Tanzania, DR Congo, Zimbabwe, Botswana, and on to South Africa pass through. The improvement of the border facilities at Nakonde would contribute to an increase in trade between Zambia, its immediate neighbours and those countries that benefit from the North–South Corridor. GRZ intends to utilize the services of an Independent Environmental Consulting Firm to prepare the Environmental and Social Impact Assessment (ESIA) and the Resettlement Action Plan (RAP) to inform decision-making for the development/improvement of the Nakonde OSBP. 2. The Ministry of Commerce Trade and Industry, a procuring entity, intends to apply a portion of the proceeds of these funds to eligible payments under the contract for which this REOI is issued. Payments by the Bank will be made only at the request of the National Road Fund Agency (NRFA) and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the Financing Agreement for the Transport Corridors for Economic Resilience (TRACER) project. 3. The objective of the proposed consultancy services is to conduct environmental and social impact assessment as part of the implementation of the proposed OSBP project and to devise mechanisms to manage and monitor the associated potential risks and impacts and thereby ensure that the project will be environmentally and socially sound and sustainable. The Consultant will be required to carry out the analysis of the environmental and social risks and impacts of the project and apply the mitigation hierarchy to ensure that negative risks and impacts are identified, anticipated and avoided; where not possible to avoid, that the risks and impacts are minimized or reduced to acceptable levels which can be mitigated; and that where significant residual impacts remain after mitigation, that they are compensated or offset, where technically and financially feasible. The E&S assessment will promote improved environmental and social performance in ways which will recognize and enhance the capacity of the implementing agency. 4.
