The Government of the Republic of Liberia has received financing from the World Bank toward the cost of the Liberia Urban Resilience Project (LURP) and intends to apply part of the proceeds toward payments under the contract for the Supply and Delivery of Equipment (Fire Engine and Water Truck) to Support MCC’s Emergency Whein Town Landfill Operations. For this contract, the Borrower shall process payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for payments that the contract provides to be made through a Letter of Credit. 2. The Ministry of Public Works now invites sealed Bids from eligible Bidders for the Supply and Delivery of Equipment (Fire Engine and Water Truck) to Support MCC’s Emergency Whein Town Landfill Operations, as detailed below: Item No. Item Description Quantity Bid Security Amount (Bid Guarantee) Delivery Period 1 Fire Truck One (1) US$3,500.00 Within 120 days upon contract signing 2 Water Truck One (1) Note: More detailed technical specifications are contained in the Bidding Documents. A margin of preference shall not apply. All Bidders must provide the best possible prices, and bids must be submitted in accordance with ITB 19.1 of the Bid Data Sheet . 3. Bidding will be conducted through National Competitive Bidding (NCB) procedures using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Revised September 2025 (Seventh Edition) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the address provided below and inspect the Bidding Documents during office hours (except pubic holidays and weekends) from: 9:00 a.m. to 4:00 p.m., Monday to Friday , beginning April 16, 2026 . 5. A complete set of Bidding Documents in English may be purchased and collected by interested eligible Bidders at the address below upon payment of a non-refundable fee of Seventy-Five United States Dollars (US$75.00) in cash to the PMU Project Finance Officer. Upon payment of the tender fee, Bidders are required to obtain an official receipt from the Accounts Unit before collecting the documents from the PMU Procurement Office at the Ministry of Public Works. No arrangements have been made for alternative methods of delivery of the Bidding Documents. 6. Sealed Bids must be clearly marked: “Supply and Delivery of Equipment (Fire Engine and Water Truck) to Support MCC’s Emergency Whein Town Landfill Operations” and delivered to the address below into the Bid Box located at the LURP/PMU Procurement Unit of the Ministry of Public Works on or before May 14, 2026, at 11:00 a.m. Bids shall remain valid for a period of 120 days after the bid submission deadline. Electronic Bidding will not be permitted. Late Bids will be rejected. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership , as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the Bidding Documents. 8, For Bidders’ eligibility, Bids must be submitted together with the following documents: Valid Business Registration Certificate Articles of Incorporation Valid Liberia Revenue Authority (LRA) Tax Clearance Manufacturer’s Authorization Letter Most recent three (3) years’ Audited Financial Statements (2022, 2023 and 2024) Past Performance Report, including names, emails and contact numbers of at least three (3) previous clients Evidence of Business Activity Codes: G4510 9.
