Presolicitation Notice Page 3 of 3 *=Required Field Presolicitation Notice Page 2 of 2 PRESOLICITATION NOTICE DESCRIPTION This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation that satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2, more specifically FAR and RFO Parts 5.204, FAR 5.201, FAR 5.207, and FAR 5.203, as well as FAR 5.101. A Request for Proposal (RFP) solicitation will be posted on or around May 5, 2026. The government reserves the right to delay or not release the solicitation if facility needs change. The anticipated Request for Proposal (RFP) will be a total small business set-aside. The Mann-Grandstaff VAMC (MGVAMC) in Spokane Washington requires a contractor for flooring installation, renovation, and replacement services. The government anticipates a single award task order contract (SATOC) Indefinite Delivery Indefinite Quantity (IDIQ) award as a result of this solicitation. The SATOC/IDIQ ceiling is $2M USD over a period of five years. The North American Industry Classification System (NAICS) Code for this procurement is 238330 [Flooring Contractors] and the small business size standard is $19 million. The solicitation will be issued as a Request for Proposal under FAR and RFO Part 15. To be eligible as a verified small business, a vendor must be listed as a small businesses in www.sam.gov under NAICS code 238330 at the time of RFP submission, at the time of award, and for the duration of performance of a resultant contract award. All businesses must be registered to confirm eligibility in the System for Award Management (SAM). Each entity must represent the status in SAM.gov.
