Title: DEMIL A Mixed Metals Scrap – Term Contract (National Capital Region) Notice Type: Solicitation Solicitation Number: 2-1-QSC-T-26-059 Agency / Office: General Services Administration (GSA) Federal Acquisition Service (FAS) Personal Property Management IV Description The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale of DEMIL A Mixed Metals Scrap generated by multiple Federal agencies located throughout the National Capital Region (NCR), including the District of Columbia, Maryland, and Virginia. This solicitation establishes a term sales contract under which the successful bidder (Buyer) shall purchase scrap material and perform removal as a condition of sale. Scrap material includes, but is not limited to: <ul> <li>Steel</li> <li>Aluminum</li> <li>Copper / Brass</li> <li>Wire</li> <li>Other ferrous and non-ferrous metals</li> </ul> Electronic waste (E-waste), ADP equipment, and data-bearing devices are excluded from this contract. All property is sold strictly for recycling as material content only in accordance with 41 CFR 102-38. Resale as usable property is prohibited. Contract Structure <ul> <li>Base Period: One (1) Year</li> <li>Option Periods: Two (2) One-Year Options</li> <li>Maximum Contract Term: Three (3) Years</li> <li>Extension: Up to six (6) months at Government discretion</li> </ul> Pricing Structure This is a removal-based sales contract. Bidders shall submit firm-fixed unit prices for defined removal event types. Pricing shall not be based on weight, market indices, or material composition. Mandatory Pre-Bid Inspection Pre-bid inspection is mandatory. All bidders must physically attend the: GSA Personal Property Center (PPC) 7942 Angus Court Springfield, VA 22150 Bidders must obtain verification of attendance on Appendix A – Site Verification & Bidder Certification Form. Failure to attend and obtain required verification will result in the bid being determined non-responsive. Inspection scheduling shall be coordinated in accordance with the Site Access and Inspection Procedures document located in the Documents section.
