Tender summary

This is a synopsis notice for the P-Optimal Wetland AE Single Award Task Order Contract (SATOC) in Defiance, OH. Industry SF 330s are being requested. Please see attached synopsis. The U.S. Army Corps of Engineers (USACE) Buffalo District (LRB), in partnership with the U.S. Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Wetlands and Coastal Ecology Branch (EEW), has been conducting research and development of nutrient retention strategies for over a decade, specifically focusing on phosphorus (P)-optimal wetland test bed pilot studies for the last 5 years. The Defiance, OH 10-acre location was designed and implemented in 2021 and has been in a monitoring phase for the last 4 years This contract will build upon that foundation, transitioning from initial research, implementation and monitoring to long-term performance optimization, iterative and adaptive design improvements, and broader application of P-optimal wetland technology.The overall objective of this contract is to evaluate and refine the optimization of P-optimal wetlands through continued research, demonstration, and the development and refinement of scalable implementation strategies. At the Defiance, OH location, this includes utilizing the key characteristics identified in past work to promote P absorption to address potential limitations and identify structural and functional changes to the wetland pilot, optimizing its operation and improving P retention potentials. Outcomes include maintaining baseline operations across site, continuing advanced monitoring, hosting/maintaining a live data-dashboard, and providing design, planning, refined cost estimates, and implementation for modification of the existing P-optimal wetland.
