Purpose&nbsp;<br /> Naval Sea Systems Command (NAVSEA), on behalf of&nbsp;Program Executive Office Integrated Warfare Systems 1.0 (PEO IWS 1.0),&nbsp;invites interested parties to an Industry Day&nbsp;to discuss the production and engineering of the Navy&rsquo;s Total Ship Training Capability (TSTC) systems&nbsp;with&nbsp;a potential ordering period from Fiscal Year 2028 through 2033. The Government is not liable for any costs incurred by attendees and will not provide reimbursement for expenses related to this Industry Day.&nbsp;</p> <p>2.0 PROGRAM BACKGROUND AND SCOPE OF WORK&nbsp;</p> <p>2.1. Requirement Overview&nbsp;<br /> The Government&nbsp;anticipates&nbsp;a future requirement&nbsp;to&nbsp;support production of a build-to-print mature&nbsp;product. These products have completed development and testing,&nbsp;have&nbsp;a stable and fully documented design, proven performance characteristics, and&nbsp;are&nbsp;supported by an established process for change incorporation.&nbsp;</p> <p>The contractor&nbsp;will&nbsp;work&nbsp;in collaboration with the program office and the in-service engineering agency across the following areas to ensure fleet readiness:&nbsp;</p> <ul> <li> <p>Configuration Management&nbsp;</p> </li> </ul> <ul> <li> <p>Proactive &amp; Transparent Communication&nbsp;</p> </li> </ul> <ul> <li> <p>Meticulous Documentation and Data Delivery&nbsp;</p> </li> </ul> <ul> <li> <p>Collaborative Problem Solving&nbsp;</p> </li> </ul> <ul> <li> <p>Technical Partnership&nbsp;</p> </li> </ul> <p>The&nbsp;contractor&nbsp;will&nbsp;work with&nbsp;integrated training systems production, system engineering, hardware procurement, testing, maintenance, warehousing, repair,&nbsp;logistics, and documentation as&nbsp;required&nbsp;for US Navy ships, Foreign Military Sales (FMS)&nbsp;and shore sites.&nbsp;&nbsp;</p> <p>Specific areas include:&nbsp;&nbsp;</p> <ul> <li> <p>Project Management:&nbsp;Perform&nbsp;comprehensive program management, manufacturing, and data delivery functions. The core task is to build a standard product, have it accepted by the government, and then customize it for specific shipboard configurations.&nbsp;The Navy places a strong emphasis on a partnership built around three key areas:&nbsp;disciplined program management, rigorous quality control, and transparent financial stewardship.&nbsp;</p> </li> </ul> <ul> <li> <p>Production:&nbsp;Produce, Test, and Deliver the AN/T46 Battle Force Tactical Training (BFTT) suite, the AN/T52 Advanced Training Domain (ATD) Training Interface Unit, and Virtual Tactical Bridge Shipboard Radio (VTB-SR) Equipment&nbsp;in accordance with&nbsp;Technical Data Packages.&nbsp;&nbsp;</p> </li> </ul> <ul> <li> <p>Engineering:&nbsp;Provide comprehensive engineering and production support for training systems. This includes developing and reviewing technical documentation,&nbsp;identifying&nbsp;and addressing material obsolescence, managing&nbsp;engineering changes (ECPs), generating&nbsp;trouble reports for hardware and software, and documenting&nbsp;any deficiencies when configurations cannot be met. Provide engineering support to update and&nbsp;maintain&nbsp;the Government-Furnished TDPs for all systems.&nbsp;</p> </li> </ul> <ul> <li> <p>Tech Support:&nbsp;Provide technical support for inventory, production, and system lifecycle management. This includes receiving, inspecting, cataloging, and tracking parts;&nbsp;maintaining&nbsp;inventory and reporting status; and managing obsolescence to include a Diminishing Manufacturing Sources and Material Shortages (DMSMS) plan and metrics. Support production, testing, creating field change kits,&nbsp;assisting&nbsp;with stock level planning, etc. Integrated Logistics Support (ILS) related technical data, technical publications,&nbsp;and supply support analyses&nbsp;(such as technical manuals, maintenance procedures/instructions,&nbsp;and other documentation).&nbsp;</p> </li> </ul> <ul> <li> <p>Warehousing:&nbsp;Estimated&nbsp;8,000 square feet, climate controlled with protection from extreme heat, cold, moisture, humidity,&nbsp;and other environmental conditions&nbsp;(such as mold and mildew).&nbsp;The building must be insured against natural and&nbsp;man-made&nbsp;disaster.&nbsp;Accessible for delivery of palleted and un-palleted items of weights up to 800 lbs.&nbsp;and 84&rdquo; in height. The storage area must be secured with access control system.&nbsp;</p> </li> </ul> <ul> <li> <p>The Navy estimates that the combined engineering support efforts will&nbsp;constitute less&nbsp;than twenty percent (&lt;20%) of the total contract value.&nbsp;</p> </li> </ul> <p>2.2. Key Technical Requirements&nbsp;</p> <ul> <li> <p>Build to Print alignment to Technical Data Packages (TDP),&nbsp;365 days&rsquo;&nbsp;time to build&nbsp;</p> </li> </ul> <ul> <li> <p>Testing: All delivered systems must pass Government-furnished operational and functional tests.&nbsp;</p> </li> </ul> <ul> <li> <p>Engineering Change Proposal: Support engineering changes,&nbsp;drawing&nbsp;updates, and other functional areas as&nbsp;required.&nbsp;</p> </li> </ul> <ul> <li> <p>Military Specifications and Ruggedization: Systems must adhere to various military specifications, Electromagnetic&nbsp;Interference (EMI), shock and vibration, ship alteration updated standards&nbsp;</p> </li> </ul> <p></p> <p>3.0 INDUSTRY DAY ANNOUNCEMENT&nbsp;</p> <p>The Government intends to hold an Industry Day to discuss this requirement in greater detail and to&nbsp;facilitate&nbsp;an exchange of information.&nbsp;</p> <p>Date: 07 May 2026&nbsp;</p> <p>Time: 0900 &ndash; 1500 EDT&nbsp;</p> <p>Location: 80M Street SE Suite 600 MANTECH at Washington, DC&nbsp;20003&nbsp;</p> <p>The event will begin at 0900 EDT with a general session to provide an overview of the program, clarify the scope of work, and answer questions from industry.&nbsp;</p> <p>Immediately following the conclusion of the general session, the Government will hold one-on-one meetings to&nbsp;facilitate&nbsp;a more in-depth discussion and better understand the capabilities of individual companies. The final schedule and duration of one-on-one slots will be&nbsp;determined&nbsp;based on the number of requests received.&nbsp;&nbsp;Interested parties are encouraged to request a one-on-one session in their RSVP response to&nbsp;assist&nbsp;with scheduling.&nbsp;</p> <p>4.0 REGISTRATION AND EVENT LOGISTICS&nbsp;</p> <p>4.1.
