<p>The&nbsp;U.S&nbsp;Consulate General, Frankfurt provides the following Pre-Solicitation Notice&nbsp;regarding&nbsp;the&nbsp;issuance of a Request for Proposal (RFP) for:&nbsp;</p> <p><strong>M-Wing&nbsp;Basement Upgrade&nbsp;</strong></p> <p><strong>U.S.&nbsp;Consulate General Frankfurt, Germany</strong>&nbsp;&nbsp;</p> <p>The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price&nbsp;construction contract&nbsp;in the&nbsp;third&nbsp;quarter&nbsp;of Fiscal Year 2026.&nbsp;</p> <p>The offeror&nbsp;shall provide construction&nbsp;services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established&nbsp;timeframe.&nbsp;&nbsp;</p> <p>The U.S. Consulate General Frankfurt has a requirement to obtain construction services for external basement waterproofing works including basement walls&nbsp;adjacent to&nbsp;exterior paved areas, light wells, fa&ccedil;ade transitions in the Consulate General Frankfurt, M &ndash; Wing,&nbsp;located&nbsp;on&nbsp;Gie&szlig;ener&nbsp;Str. 30, 60435, Frankfurt am Main&nbsp;</p> <p>The Contractor shall&nbsp;furnish&nbsp;all labor, materials, equipment, tools, supervision, and services necessary to perform the Basement Waterproofing Construction. The works include but are not limited to:&nbsp;</p> <p>Submit shop drawings and calculations,&nbsp;site preparation, excavation works, substrate preparation, priming, waterproofing application, drainage and protection installation,&nbsp;seal basement windows and&nbsp;install light wells, electrical and plumbing coordination, backfilling, surface reinstatement&nbsp;etc.&nbsp;Full&nbsp;Statement of Work to be provided in the solicitation.&nbsp;&nbsp;</p> <p>The estimated&nbsp;magnitude&nbsp;for the entire project is between&nbsp;$300,000.00&nbsp;and&nbsp;$1,000,000.00 U.S. Dollars&nbsp;Note:&nbsp;The provided range is a&nbsp;relatively wide&nbsp;range only,&nbsp;in order to&nbsp;give potential offerors a very general orientation as to the&nbsp;magnitude&nbsp;of the work. However, the specified range is not meant to give any&nbsp;indication&nbsp;as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range&nbsp;indicated.&nbsp;</p> <p>Qualified companies interested in the solicitation&nbsp;shall express&nbsp;their interest by written correspondence to the attention of&nbsp;Ms.&nbsp;Wencke Jacobsen&nbsp;at&nbsp;JacobsenW@state.gov&nbsp;&nbsp;no later&nbsp;than May 10,&nbsp;2026,&nbsp;using the solicitation number&nbsp;19GE5026R0057&nbsp;in the subject line.&nbsp;&nbsp;</p> <p>DO NOT TELEPHONE. All requests for a copy of the solicitation&nbsp;MUST&nbsp;include the following information: Name of Firm,&nbsp;Unique Entity Identifier&nbsp;(Former Dun&rsquo;s #),&nbsp;Name, Telephone&nbsp;and&nbsp;Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. &nbsp;&nbsp;</p> <p>The solicitation package/documents shall not be placed on SAM.gov as the documents&nbsp;contain&nbsp;SBU information.&nbsp;&nbsp;Only companies&nbsp;submitting&nbsp;a letter of interest and complete &ldquo;Application for Solicitation Document&rdquo; check list attached hereto may receive a copy of the solicitation package/documents when available.&nbsp;</p> <p>The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you&nbsp;are&nbsp;required&nbsp;to&nbsp;complete and include in your expression of interest the below&nbsp;checklist. All requests for the solicitation document that are&nbsp;submitted&nbsp;without the&nbsp;checklist, or with an incomplete&nbsp;checklist, will be rejected.&nbsp;&nbsp;</p> <p>Firms shall be knowledgeable in written and spoken English and&nbsp;possess&nbsp;all&nbsp;appropriate permits&nbsp;and licenses&nbsp;to perform construction work in&nbsp;Germany.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p> <p>A&nbsp;pre-proposal conference&nbsp;and site visit&nbsp;and&nbsp;shall be tentatively&nbsp;scheduled&nbsp;for&nbsp;May&nbsp;or June&nbsp;2026,&nbsp;precise&nbsp;dates will be provided to interested offerors&nbsp;with the solicitation package.&nbsp;</p>
