REPUBLIC OF MOZAMBIQUE MINISTRY OF PUBLIC WORKS, HOUSING AND WATER RESOURCES WATER SUPPLY AND SANITATION INVESTMENT AND ASSETS FUND – FIPAAS URBAN WATER SECURITY PROGRAM – P509890 REQUEST FOR EXPRESSIONS OF INTEREST Nº. FIPAG/UWSP/CON-10/25 CONSULTING SERVICES FOR THE INDEPENDENT VERIFICATION AGENT FOR PROJECT IMPLEMENTATION (PERFORMANCE BASED CONDITIONS) The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MOPHRH), has received financing from the World Bank under the Urban Water Security Program (P509890), to be implemented in the Greater Maputo Metropolitan Area and the Southern Region, and intends to apply part of the proceeds toward payments under the contract FIPAG/UWSP/CON-10/25 – Consulting Services for the Independent Verification Agent for Project Implementation (Performance Based Conditions) . The assignment will be to provide FIPAAS assistance on verification in an independent, objective and evidence-based manner, compliance with the Project's Performance-Based Conditions (PBCs), and to certify the results achieved for the purposes of disbursement by the World Bank. This will also include: (i)- Review of the Results Framework and PBCs, (ii) - Verification of Compliance with the PBCs, (iii) - Review and Validation of Evidence. The Water Supply and Sanitation Investment and Assets Fund (FIPAAS) invites eligible firms (“Consultants”) to express their interest in providing the services. Interested Consultants must provide valid information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.). Attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, 6th Edition, February 2025, setting forth the World Bank’s policy on conflict of interest. The Consultant shall be a reputable consulting firm with: [A] - previous experience proven by a technical certificate issued by a legal entity governed by public or private law, [B] - with at least 15 (fifteen) years in services with characteristics similar to those described in these ToR, such as: (i) - Supervision and/or Independent Verification; (ii) - Evaluation of Performance Indicators; (iii) - Supervision and Control of Processes and Indicators and (iv) - Vulnerability analysis in Information Technology environments, [C] - proven experience in projects financed by the World Bank or other multilateral partners and [D] - with at least 3 IPF projects with PBC completed or in progress in the Water and sanitation or Public infrastructure or Regulated utilities sectors. Experience in NRW, energy efficiency, regulation or urban services is an advantage.
