<p>THIS REQUIREMENT IS SUBJECT TO THE DEFENSE AND ECONOMIC COOPERATION AGREEMENT (DECA) - U.S. INTERESTS AND TURKISH NEEDS DATED AUGUST 1982. <strong>ONLY PROPOSALS FROM SAM-REGISTERED TURKISH FIRMS (LOCAL NATIONAL) WILL BE EVALUATED.</strong></p> <p></p> <p>THIS REQUIREMENT IS SUBJECT TO CLAUSE 52.232-18, AVAILABILITY OF FUNDS:</p> <p> Availability of Funds (Apr 1984)</p> <p>Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.</p> <p></p> <p>The Government is soliciting offers for Grounds Maintenance Services at Incirlik Air Base, Türkiye. Requirement details are provided in the below attachments. </p> <p><strong>Site Visit Date</strong>: 28 April 2026 at 8:30AM local Adana time</p> <p><strong>Question Submission Due Date</strong>: 29 April 2026 at 4:00PM local Adana time</p> <p><strong>Solicitation Due Date</strong>: 8 May 2026 at 4:00PM local Adana time</p> <p></p> <p><strong>SITE VISIT RULES AND RESTRICTIONS:</strong></p> <p>Contractors that provided affirmative responses to SAM Notice ID: 39CONS_IncirlikSiteVisit will be permitted to attend the site visit on 27 April 2026. No new attendance requests will be processed at this time.</p> <p><strong>Photography/Videography:</strong> Photography and videography are strictly prohibited unless specifically authorized by the on-site Contracting Officer.</p> <p><strong>Electronic Devices:</strong> The use of personal electronic devices, including cell phones, laptops, and smartwatches may be restricted in certain areas.</p> <p><strong>Questions:</strong> Questions may be submitted in writing prior to the site visit or asked during the designated question-and-answer portion of the tour.
