Vendors may register for SAM by registering online at www.sam.gov. In accordance with FAR 52.204-7, all vendors shall be registered in System for Award Management (SAM) prior to award, during performance and through final payment of any contract. North American Industry Classification System (NAICS) Code applicable (333924) to this acquisition must be in vendors SAM registration. EVALUATION AND BASIS OF AWARD ? FAR 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation.This acquisition will be conducted in accordance with FAR 13.106-2, Evaluations of Quotations or Offers. The Government will evaluate quotes using Lowest Price Technically Acceptable (LPTA) procedures. Award will be made to the responsible vendor whose quote:1. Conforms to the solicitation requirements, 2. Is determined to be Technically Acceptable, 3. Receives an Acceptable Past Performance rating, and 4. Offers the Lowest Evaluated Price. The Government intends to evaluate quotes and make award without further exchanges. Vendors are encouraged to submit their best terms (technical and price) in their initial quote. The Government reserves the right to communicate with vendors to clarify minor or clerical aspects of quotes in accordance with FAR 13.106-2(b)(1).Failure to provide sufficient information for evaluation may result in the quote being determined unacceptable. Evaluation Factors Quotes will be evaluated using the following factors: 1. Technically Acceptability, 2. Past Performance, and 3. Price. Technical Acceptability and Past Performance will be evaluated on an Acceptable/Unacceptable basis. Price will be evaluated for reasonableness and completeness. Award will be made to the lowest priced quote that is determined to be technically acceptable with satisfactory past performance.1. Technical AcceptabilityTechnical Acceptability is defined as the vendors ability to meet all requirements of the solicitation, including the specifications outlined in the Scope of Work (SOW) and required delivery schedule.To be determined Technically Acceptable, vendors shall submit:? Documentation demonstrating capability to provide the required items (e.g., product descriptions, specifications, drawings, or equivalent supporting material), and ? A delivery schedule or statement confirming the ability to meet required delivery timelines. A quote will be rated Unacceptable if it fails to clearly demonstrate compliance with the solicitation requirements.2. Satisfactory Past PerformancePast Performance will be evaluated on an Acceptable/Unacceptable basis.Vendors shall provide relevant past performance information for efforts of similar scope, size, and complexity, including references with contact information.The Government may consider:? Information provided by the vendor, and? Other available sources, including CPARS, FAPIIS, or other Government databases.A vendor will be rated:? Acceptable ? Demonstrates satisfactory performance record, or? Unacceptable ? Demonstrates unsatisfactory performance or insufficient confidence.If no past performance information is available, the vendor may be rated Acceptable.3. PricePrice will be evaluated for fairness and reasonableness in accordance with FAR 13.106-3.The Government will compare quoted prices:? Among competing vendors, and/or? Against other available pricing data.The Government may determine a quote to be unacceptable if pricing is:? Unreasonable,? Unbalanced, or? Reflects a lack of understanding of the requirement.Vendors shall submit a complete price quote, inclusive of all costs.
