GOVERNMENT OF PAKISTAN BENAZIR INCOME SUPPORT PROGRAMME (BISP) (INDIVIDUAL CONSULTANCY SERVICES) The Benazir Income Support Programme (BISP), Government of Pakistan , has received financing from the World Bank toward the cost of the “Crisis Resilient Social Protection (CRISP) Program” . BISP intends to apply a portion of the proceeds of this financing to engage the services of Individual Consultants under the CRISP Program, which is funded by the World Bank; Sr. No. Position Required Qualification & Experience 01. Operations Design & Planning Specialist (ODPS) (01 Position) Qualification: First class/Grade A/3.0/4.0 GPA with minimum 16 years of education in Economics, Statistics, Public Policy, Data Science, Management Sciences or a related discipline from a reputed academic institution. A PhD shall be an asset. Experience: Minimum 10 years of relevant professional experience, of which at least 5 years should be in the design, management, and/or evaluation of large-scale social protection, social registry, or MIS systems. Experience with dynamic/on-demand registries is strongly preferred. Demonstrated proficiency in statistical software (Stata, R, or Python); experience with large-scale survey data management; familiarity with API-based data integration and administrative data linkage. Working knowledge of GIS or spatial data tools would be an asset. Demonstrated experience in design and analysis (especially inclusion/exclusion error analysis) of objective beneficiary targeting systems, and development of M&E frameworks for large-scale programs. Strong comprehension, analytical reasoning and report writing skills are essential to complete the job requirements. 02. Hybrid Social Protection Specialist (Monitoring & Evaluation) (01 Position) Qualification: First class/Grade A/GPA 3.0/4.0 master’s degree in Statistics, Economics, Public Policy, Social Sciences, or a related field from a reputed academic institution. A Ph.D. degree shall be preferred. Experience: A minimum of 7+ years of experience in designing and conducting process evaluations or operational research studies, preferably in social protection programs. Expertise in statistics, data sciences and data management will be essential. Proficiency in software for conducting data analysis (SPSS, Strata, Python and R etc.) will be essential. Strong comprehension, analytical reasoning and report writing skills are essential to complete the job requirements. Experience of working with large-scale Government projects and International Development Partners will be an asset. Excellent communication skills, both written and verbal. Strong organizational skills. Ability to work collaboratively with diverse teams and stakeholders. 03. Awareness Strategy Specialist (01 Position) Qualification: First class/Grade A/GPA 3.0/4.0 master’s degree in Mass Communication, Marketing, Public Relations, Social Sciences, Development Economics or a related field from a reputed academic institution. A Ph.D. degree shall be preferred. Experience: A minimum of 7+ years of experience in public awareness, communications, or related fields, preferably in the public sector or with large non-governmental organizations. Proven track record of developing and implementing successful awareness campaigns at national and/or provincial levels. Excellent communication skills, both written and verbal. Proficiency in digital marketing and social media platforms. Strong project management and organizational skills. Ability to work collaboratively with diverse teams and stakeholders.
