REQUEST FOR EXPRESSIONS OF INTEREST (REOI) INDIVIDUAL CONSULTANT SELECTION Name of Project SOUTHEAST ASIA REGIONAL PROGRAM ON COMBATING MARINE PLASTICS (SEA-MaP) Loan No/Credit No/ Grant Number E 051/P175659 Assignment Title Individual Consulting Services for the Project Final Report of SEA-MaP Procurement Plan Ref Number ID-ASEAN-530180-CS-INDV Country of Delivery Indonesia The Association of Southeast Asian Nations (ASEAN) has received financing from the World Bank toward the cost of the Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP) and intends to apply part of the proceeds for the individual consulting services to develop the Project Final Report (PFR). The PFR will be developed in accordance with requirements of the SEA-MaP Project Appraisal Document (PAD) and the World Bank. The PFR will serve as the final report for the Project and will also be utilized by the World Bank to inform their Implementation Completion Report (ICR). The PFR will comprehensively describe the project's achievements toward the Project Development Objectives (PDO) outlined in the PAD that were met since implementation commenced, including project output, outcomes, the context in which the project operates, and challenges and lesson learned. The consulting services (“the Services”) include: Development of inception report (including conduct of desk review as input to the report Organization of stakeholder consultation and validation workshop Development of the PFR The approximate duration of the assignment is up to 60 days from July 2026 to March 2027. However, this timeline is an estimate and may be subject to adjustments. The consultant shall be available and ready to update the report based on the inputs received. The detailed Terms of Reference (TOR) for the assignment can be found at the following link The SEA-MaP Regional Project now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The application package must include: Cover letter Detailed Curriculum Vitae, including three examples as called for in the criteria. Proposal outlining your understanding of the scope of work (max 2 pages) and stipulating all-inclusive fees, including lump sum travel and subsistence costs, as applicable. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers in September 2023, (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The best qualified individual to carry out the services will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Regulations and based on the following criteria: - Advanced degree in international development, environment, public policy, or a related field. - Demonstrated 5-7 years of experience in preparing project completion reports, independent reviews, or similar outputs for international organisations and donors (preferably World Bank, UN, or comparable agencies), with proven ability to analyze project progress and outcomes. Applicants should provide three examples of previous reports demonstrating these experiences. - Experience, knowledge and familiarity with ASEAN mechanisms, ASEAN Cooperation frameworks and institutional procedures of the ASEAN Secretariat. - Experience working in the development sector, preferably on social or environmental issues such as institutional capacity building, regional cooperation, or marine/environmental programs. - Strong analytical, writing, and synthesis skills, with the ability to produce clear, concise, and well-structured reports. - Excellent communication and interpersonal skills, including experience consulting and coordinating with government agencies, development partners, and project stakeholders. - Familiarity with methods for information collection, verification, and analysis. - Prior experience supporting World Bank ICRs or similar donor-funded project completion reports is an advantage. - Experience with projects related to environmental sustainability, marine management, or regional institutional capacity-building is also a plus.
