Tender summary

<p>NASA GSFC has a requirement for the continuation of mission operations supporting NASA&rsquo;s ICE, Cloud, and land Elevation Satellite (ICESat-2) mission.</p> <p></p> <p>NASA/GSFC intends to issue a sole source modification to Contract 80GSFC22CA018 to award a one-year extension to continue the current services<strong> </strong>provided<strong> </strong>by Northrop Grumman Systems Corporation (NGSC) in Dulles, Virginia for ICESat-2 spacecraft mission operations center support. This procurement action will require NGSC to continue to provide the mission operations engineering expertise necessary to maintain spacecraft health and safety and resolve in-flight spacecraft anomalies. NGSC will provide mission operations support for the ICESat-2 mission as required. ICESat-2 is currently in-flight and utilizes NGSC developed spacecraft subsystems.</p> <p></p> <p>The current contract expires on November 14, 2026 and it is necessary to issue this extension in order to allow for continued performance while the follow-on procurement is being worked.</p> <p></p> <p>NASA GSFC intends to issue the modification on a sole source basis to NGSC in accordance with 10 U.S.C 3204(a)(1), as implemented by FAR 6.103-1, &quot;Only one responsible source and no other supplies or services will satisfy agency requirements.&rdquo;&nbsp;</p> <p></p> <p>The Government does not intend to acquire a commercial item using FAR Part 12.</p> <p></p> <p>Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Andres Castro at andres.c.castro@nasa.gov not later than 5PM EST on April 22, 2026.&nbsp; Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.&nbsp; A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.</p> <p></p> <p>NASA Clause 1852.215-84, Ombudsman, is applicable.
