<p>The information provided in this Pre-Solicitation notice is to meet FAR Overhaul sections 12.202 and 5.101.&nbsp; This is a Pre-Solicitation Notice that is intended to result in an interested vendors list and a direct Request For Quote (RFQ) issued by the DCMA Procurement Center Contracting Officer on or around April 30, 2026.&nbsp; Questions and/or preliminary quotes may be submitted to the Contracting Officer below by April 22, 2026, 1700 Eastern Daylight Savings Time.&nbsp; &nbsp;Quote/Award CLIN structure is attached to this notice.&nbsp; The Government is not obligated to issue a formal RFQ because of this notice.</p> <p>(1) <em>Point of contact.</em> Charlene Maneafaiga, Contracting Officer, Defense Management Contract Agency (DCMA) Procurement Center, 3901 Adams Ave, Fort Lee, VA&nbsp; 23801. PSC 7630, NAICS 519290.</p> <p>(4)&nbsp;<em>Description</em>.&nbsp;</p> <p>(i) The successful vendor shall provide web-based comprehensive company financial capability assessments to lower the Government&rsquo;s risk of poor contract performance through access to company-provided financial statements, publicly available financial information, industry comparison studies, credit history information and market analysis information to include a comprehensive review of a company&rsquo;s financial capability to support is current and future workload and assessment of the probability of a company encountering liquidity or solvency problems.&nbsp; 24 Licenses required.</p> <p>(ii) This is a commercial product.&nbsp; Award will be based on how well the vendor&rsquo;s proposed product technical capability will meet the Government&rsquo;s need, price and past performance.&nbsp; All aspects of the technical specifications shall be addressed and demonstrated in the vendor&rsquo;s proposed product technical capability.&nbsp; Failure to adequately address all technical specifications will be determined unacceptable.&nbsp; &nbsp;A submission of demonstration/testing of web-based system is encouraged.&nbsp; The anticipated award date is May 18, 2026 with license activation effective no later than June 1, 2026.</p> <p>(iii) N/A.</p> <p>(iv) Technical specifications are attached to this Pre-Solicitation Notice.&nbsp;</p> <p>(v) N/A.&nbsp;</p> <p>(vi) All responsible sources may submit a quote and will be considered.</p> <p>(vii) N/A.</p> <p>(viii) All aspects of the technical specifications shall be addressed and demonstrated in the vendor&rsquo;s proposed product technical capability.&nbsp; Failure to adequately address all technical specifications will be determined unacceptable.&nbsp; &nbsp;Technical specifications are attached to this Pre-Solicitation Notice.&nbsp; See FAR Overhaul Table 12-2 and 12-3 for provisions and clauses, respectively, to be included in the resulting RFQ or award.&nbsp; RFQ or contract award may contain additional provisions and clauses.&nbsp;</p> <p></p>
