<p>This pre-solicitation notice serves as a synopsis and is posted&nbsp;in accordance with&nbsp;FAR subpart 5.2, Synopses of&nbsp;Proposed Contract Actions.  This is not a solicitation. Vendors shall not&nbsp;submit&nbsp;a quote until the solicitation is&nbsp;posted to www.SAM.gov. &nbsp;</p> <p>The Department of&nbsp;War&nbsp;Education Activity (DoWEA) has the following requirements:&nbsp;</p> <p>The Agency&nbsp;requires&nbsp;middle school instructional resources for a 9-week course in each grade, grades 6-8&nbsp;and&nbsp; high&nbsp;school instructional resources for one 0.5-credit course. All instructional resources for students&nbsp;and&nbsp; teachers&nbsp;shall be (1) commercial off-the-shelf (COTS), (2) 100% digital, and (3) based on research-based&nbsp; best&nbsp;practices shown to help students master the standards. Virtual professional learning and&nbsp;industry standard&nbsp;technical support are also&nbsp;required. The Agency expects to award one contract for this requirement.&nbsp;&nbsp;</p> <p>DoWEA&nbsp;expects to award one contract for this requirement.&nbsp;</p> <p>The applicable North American Industry Classification System (NAICS) code is 611710 (Educational Support&nbsp;Services)&nbsp;</p> <p>Services), and the applicable PSC is U009 (Education/Training - General).  Interested parties must be registered&nbsp;under the NAICS code in the System for Award Management (SAM) prior to&nbsp;submitting&nbsp;their quotes.&nbsp;</p> <p>DoWEA&nbsp;intends to issue solicitation No. HE125426QE032&nbsp;in support of this requirement. This requirement will be&nbsp;procured&nbsp;using FAR Parts 12, Acquisition of Commercial Products&nbsp;and Services.&nbsp;This requirement will be&nbsp;competed&nbsp;as a&nbsp;full and open competition.&nbsp;</p> <p>The&nbsp;anticipated&nbsp;award contract type is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract.&nbsp;</p> <p> DoWEA&nbsp;expects to make one award for a&nbsp;5-year base period&nbsp;</p> <p>The&nbsp;anticipated&nbsp;posting date of the&nbsp;solicitation&nbsp;is on or about 05/14/2025&nbsp;and an award date on or about&nbsp;08/24/2026.&nbsp;</p> <p>Attachment(s):&nbsp;</p> <p>1.
