WESTERN PROVINCIAL COUNCIL PROJECT MANAGEMENT UNIT TOURISM FOR HERITAGE, RESILIENCE, INCLUSION AND VALUEDRIVEN EMPLOYMENT (THRIVE) PROJECT REQUEST FOR EXPRESSIONS OF INTEREST (EOI) CONSULTING SERVICES – FIRMS SELECTION Assignment Title : Traffic Survey and Modeling for Pedestrianization of Colombo Fort and Pettah Heritage Zone Country : Sri Lanka Grant No : E572LK Reference No : CSWP/THRIVE/ PMU/PROC/02-14 01. The Government of Sri Lanka has received financial assistance from the World Bank toward the implementation of the Tourism for Heritage, Resilience, Inclusion and Value-driven Employment (THRIVE) Project. 02. The Western Provincial Council, through the Project Management Unit (PMU), now invites eligible consulting firms to submit Expressions of Interest (EOI) for the consultancy assignment titled: “Traffic Survey and Modeling for Pedestrianization of Colombo Fort and Pettah Heritage Zone” 03. The consultancy assignment includes, but is not limited to: i. Traffic, pedestrian, parking, freight and public transport surveys ii. Traffic modeling and simulation studies iii. Evaluation of pedestrianization scenarios iv. Preparation of traffic circulation and mobility improvement plans v. Environmental, social and economic impact assessments vi. Stakeholder consultations and implementation planning 04. The assignment duration is expected to be 06 months . 05. Interested consulting firms shall demonstrate: a. Proven experience in urban transport planning and traffic engineering b. Experience in traffic modeling software such as VISSIM, Aimsun or models with equivalent analytical capability. c. Experience in pedestrianization or urban mobility projects d. Availability of multidisciplinary expertise in transport planning, urban design, GIS, environmental and social assessments. 06. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 08. Expressions of interest must be delivered in a written form to the address below on or before 5th June 2026 at 1030 hrs. 09. The consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (February 2025) . The selection method is expected to be Quality and Cost Based Selection (QCBS) .
