THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA Ministry of Digital Economy GovTech Sri Lanka (Private) Limited General Procurement Notice Project Name: Sri Lanka Digital Transformation Practice area / sector: Digital Development Credit No. IDA-79530-001 Project ID No. P508317 The Democratic Socialist Republic of Sri Lanka has received financing in the amount of US$ 50 million equivalent from the World Bank toward the cost of the Sri Lanka Digital Transformation project , and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Digital Government and Services : will invest in cross-cutting digital platforms and systems to enhance service delivery and government efficiency, promote broad-based digital adoption among citizens and public officials, and support the operationalization of empowered digital institutions. Under this component, procurements are expected to center on information systems, goods, consulting, and non-consulting services to develop and/or deploy: an online citizen and business service portal and associated mobile application (SuperApp) and digital solutions to maximize the functionality of the service portal and mobile application, including digital locker, digital authentication, and electronic signature solutions; a National Data Exchange (NDX) to serve as the technical backbone of government interoperability; government-wide collaboration and communication tools to provide a unified digital workspace for public officials across government ministries and agencies; a secure and scalable government hybrid cloud solution (GovCloud); capacity building for government digital champions to support digital transformation efforts across government entities; digital literacy trainings, citizen service desks, and information, communications, and education campaign to promote universal access to digital services; policy and operationalization support for GovTech Sri Lanka and other digital institutions. Component 2: Digital Startup Ecosystem and IT Industry Development : will support both emerging digital startups and more established, midsize IT firms to expand into new international markets and attract new customers and investments. Under this component, procurements are expected to center on consulting, and non-consulting services to: develop a comprehensive IT industry development strategy for Sri Lanka; deliver a startup acceleration and ecosystem-building program, including targeted support for women-led startups; and to provide market access support for mid-sized IT services and technology firms, through targeted export promotion initiatives and capacity building. Component 3: Project Management, Monitoring, and Coordination : will finance project management and coordination, including procurement, financial management (FM), monitoring and evaluation (M&E), and environmental and social (E&S) risk management aspects of the project. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers - September 2025 (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and https://promise.lk/ and https://govtech.lk/ websites and “Daily News” and “Sunday Observer” newspapers.
