Introduction Introduction The United Nations Development Programme (UNDP) in Rwanda, in partnership with the Ministry of Trade and Industry Rwanda (MINICOM), invites qualified national consulting firms to submit proposals for the assignment “Establishment of a Digital Trade Governance Framework and Institutional Coordination Mechanism in Rwanda.” The objective of this consultancy is to support the Government of Rwanda in strengthening the governance and coordination of the digital trade ecosystem by conducting an institutional mapping and diagnostic assessment, developing a Digital Trade Governance Charter and Standard Operating Procedures (SOPs), and proposing effective coordination mechanisms among public and private stakeholders. The assignment will also include a comprehensive review of Rwanda’s obligations under the African Continental Free Trade Area Digital Trade Protocol and the development of an implementation workplan to support the country’s digital trade development and competitiveness.
