<p>The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, California&nbsp;intends to procure&nbsp;the&nbsp;development, procurement, upgrade, sustainment, integration, testing, data collection/analyses, and training associated with Global Positioning System (GPS) Based Range Instrumentation Equipment (BRIE) at participating DoD Test and Training (T&amp;T) ranges, programs of record, authorized foreign T&amp;T ranges, and other authorized Government agencies/organizations using GPS-BRIE for Research, Development, and Test and Evaluation.&nbsp;</p> <p></p> <p>This procurement will be&nbsp;solicited&nbsp;under full and open competition per Federal Acquisition&nbsp;Regulation (FAR) 6.102(b).&nbsp;A&nbsp;five-year, single award,&nbsp;Indefinite Delivery Indefinite Quantity (IDIQ) contract with a combination of Cost Plus Fixed-Fee (CPFF), Cost, and Firm Fixed Price (FFP) Contract&nbsp;Line Item&nbsp;Numbers (CLINs)&nbsp;is&nbsp;anticipated.&nbsp;A Cyber Maturity Model Certification (CMMC) Level 2 (C3PAO) is&nbsp;anticipated&nbsp;for this requirement.&nbsp;</p> <p></p> <p>More information will be provided in Request for Proposal (RFP) solicitation&nbsp;number N6893626R5008&nbsp;(previously N6893626R0008),&nbsp;to be posted in Contract Opportunities on the System for Award Management&nbsp;(SAM) website at https://www.sam.gov/ and the Procurement Integrated Enterprise Environment (PIEE)&nbsp;Solicitation Module on or about&nbsp;13 April 2026. This Solicitation&nbsp;will&nbsp;run a minimum of 30 days.&nbsp;Potential Offerors may&nbsp;submit&nbsp;questions&nbsp;up to the 14th&nbsp;calendar day after the Solicitation is issued.&nbsp;Questions received after the deadline above may be answered at the Government&rsquo;s sole discretion.&nbsp;</p> <p></p> <p>All responsible sources may&nbsp;submit&nbsp;a written proposal, which shall be considered by the agency.&nbsp;Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ and complete annual electronic representations and certifications in conjunction with the&nbsp;aforementioned registration&nbsp;to start doing business with the federal government.&nbsp;&nbsp;</p> <p></p> <p>Offers and responses to the solicitation shall be&nbsp;submitted&nbsp;using the PIEE Solicitation module.&nbsp;Contractors&nbsp;are required to&nbsp;register in PIEE to obtain access to the solicitation module.  To register in PIEE, go to&nbsp;https://piee.eb.mil/, and click Register.&nbsp;</p> <p></p> <p>Contractors must be certified through Defense Logistics Information Services (DLIS)&nbsp;in order to&nbsp;access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is&nbsp;limited,&nbsp;to a&nbsp;single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA).
