Tender summary
<p>The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, California intends to procure the development, procurement, upgrade, sustainment, integration, testing, data collection/analyses, and training associated with Global Positioning System (GPS) Based Range Instrumentation Equipment (BRIE) at participating DoD Test and Training (T&T) ranges, programs of record, authorized foreign T&T ranges, and other authorized Government agencies/organizations using GPS-BRIE for Research, Development, and Test and Evaluation. </p> <p></p> <p>This procurement will be solicited under full and open competition per Federal Acquisition Regulation (FAR) 6.102(b). A five-year, single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a combination of Cost Plus Fixed-Fee (CPFF), Cost, and Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs) is anticipated. A Cyber Maturity Model Certification (CMMC) Level 2 (C3PAO) is anticipated for this requirement. </p> <p></p> <p>More information will be provided in Request for Proposal (RFP) solicitation number N6893626R5008 (previously N6893626R0008), to be posted in Contract Opportunities on the System for Award Management (SAM) website at https://www.sam.gov/ and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module on or about 13 April 2026. This Solicitation will run a minimum of 30 days. Potential Offerors may submit questions up to the 14th calendar day after the Solicitation is issued. Questions received after the deadline above may be answered at the Government’s sole discretion. </p> <p></p> <p>All responsible sources may submit a written proposal, which shall be considered by the agency. Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ and complete annual electronic representations and certifications in conjunction with the aforementioned registration to start doing business with the federal government. </p> <p></p> <p>Offers and responses to the solicitation shall be submitted using the PIEE Solicitation module. Contractors are required to register in PIEE to obtain access to the solicitation module. To register in PIEE, go to https://piee.eb.mil/, and click Register. </p> <p></p> <p>Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
