Tender summary
<p>1.1 DESCRIPTION OF INCIDENTAL SERVICES.<br /> The contractor shall provide a complete building automation system (BAS) including BACnet/IP<br /> based controllers, electric cabinets, sensors and acutuators for the HVAC systems of the<br /> buildings. All work shall conform to standard commercial practices, in accordance with (IAW)<br /> the technical regulations for workplaces, and electrical TUV/VDE requirements. This shall<br /> include testing and balancing of all controllers and the new application.<br /> In phase 1 an existing building will be renewed, and new HVAC systems and the BAS will be<br /> installed. In phase 2 a new building will be built and connected to the existing building.<br /> The contractor shall be responsible for:<br /> 1.1.1 Delivery of field devices Sensors and actuators for phase 1<br /> - heating circuit<br /> - hot water preparation<br /> - Utilities room<br /> - Telecom room<br /> 1.1.2 Delivery of electric cabinet including building automation system for phase 1<br /> - heating circuit<br /> - hot water preparation<br /> - Utilities room<br /> - Telecom room<br /> - Connection to air handling unit<br /> - Connection to metering<br /> - Connection to cooling units<br /> - hygienic rinse<br /> - various fault messages<br /> <br /> 1.1.3 Delivery of Software program specially designed for the building automation system<br /> for phase 1<br /> - heating circuit<br /> - hot water preparation<br /> - Utilities room<br /> - Telecom room<br /> - Connection to air handling unit<br /> - Connection to metering<br /> - Connection to cooling units<br /> - hygienic rinse<br /> - various fault messages<br /> 1.1.4 Commissioning and as built documentation for the building automation system for<br /> phase 1<br /> - heating circuit<br /> - hot water preparation<br /> - Utilities room<br /> - Telecom room<br /> - Connection to air handling unit<br /> - Connection to metering<br /> - Connection to cooling units<br /> - hygienic rinse<br /> - various fault messages<br /> 1.1.5 Delivery of field devices Sensors and actuators for phase 2<br /> - heating circuit vehicle bay<br /> - Utilities room phase 2<br /> 1.1.6 Delivery of electric cabinet including building automation system for phase 2<br /> - heating circuit vehicle bay<br /> - Utilities room phase 2<br /> - Connection to ventilation system vehicle bay<br /> - Connection to the control system of the doors<br /> - various fault messages<br /> 1.1.7 Delivery of Software program specially designed for the building automation system<br /> for phase 2<br /> - heating circuit vehicle bay<br /> - Utilities room phase 2<br /> - Connection to ventilation system vehicle bay<br /> - Connection to the control system of the doors<br /> - various fault messages<br /> <br /> 1.1.8 Commissioning and as built documentation for the building automation system for<br /> phase 2<br /> - heating circuit<br /> - hot water preparation<br /> - Utilities room<br /> - Telecom room<br /> - Connection to air handling unit<br /> - Connection to metering<br /> - Connection to cooling units<br /> - hygienic rinse<br /> - various fault messages<br /> 1.1.9 BACnet/IP data points to be named IAW ASHRAE 135, VDI 3814-1, and Ramstein<br /> Points Naming Convention<br /> 1.1.10 Prior to final Government acceptance, all as-built documents, warranty<br /> documentation, EDE Files shall be handed over as hard copies and/or secure<br /> electronic transfer (DOD SAFE).<br /> 1.2 ADDITIONAL TECHNICAL DESCRIPTION<br /> 1.2.2 All controllers to be BACnet/IP based, IAW ASHRAE 135 – 2020 and BTL certified.<br /> 1.2.3 Setpoints, trending, and alarms are to be determined by the Government.<br /> 1.2.4 To maintain system standardization and utilize available resources, all KMC buildings are<br /> to be uniformly equipped with BTL-certified building automation systems, preferably of the<br /> brand Kieback & Peter DDC4000, alternatively Siemens PXC4...PXC7. Only building<br /> automation systems from these two manufacturers, including all associated components, are<br /> permitted for use.<br /> 1.2.5 The contractor shall include project commissioning and submit a commissioning final<br /> report. Critical aspect of the project include ensuring that systems and components are designed,<br /> installed, tested, operated, and maintained according to the operational requirements.<br /> • Quality assurance<br /> • Cost-effectiveness<br /> • Improved efficiency<br /> • Enhaced safety<br /> • Compliance with regulations</p> <p>FAR 52.225-5, Trade Agreements“One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.”</p>
