This procurement is a two-stage open competitive process, consisting of an initial ROI followed by a closed Request for Proposal (RFP) for shortlisted Respondents. The ROI stage is an eligibility assessment only. Respondents that meet all mandatory pre-conditions will be invited to participate in the RFP stage. The Innovation Fund provides up to $10 million over two years (2026/27 and 2027/28), with up to $5 million available per annum. Funding supports innovative, time-limited initiatives that improve mental health and addiction outcomes for people in Aotearoa New Zealand. Health NZ is seeking proposals that: • Increase access to mental health and addiction support • Reduce demand on specialist services • Build workforce capacity • Use technology to improve productivity • Deliver scalable solutions for unmet need • Demonstrate positive social return on investment (SROI) • Improve outcomes for priority populations experiencing inequities • Are co-funded on a dollar-for-dollar basis from non-government sources The ROI requires Respondents to demonstrate that all pre-conditions are met, including confirmed matched funding, a two-page overview of the proposed initiative, and a Theory of Change with early SROI evidence. Detailed proposals are not required at this stage. This funding is time-limited. Initiatives must include clear plans for delivery, sustainability, transition, or wind-down at the end of the contract term. Health NZ welcomes responses from a range of providers, including NGOs, community organisations, iwi-based and Kaupapa Māori providers, and collaborative partnerships. This is a unique opportunity to co-invest with Government in innovative approaches that improve access, strengthen workforce capability, and deliver measurable outcomes for communities.
