Next Generation Critical Communications, https://ngcc.govt.nz manages New Zealand’s Emergency Location Information System (ELIS), which provides emergency service providers (ESPs) with location information when an emergency call is made from any mobile phone connected to a New Zealand (NZ) mobile cellular network. NGCC is transitioning the ELIS from a private cloud environment to the Microsoft Azure (Azure) public cloud. The purpose of this RFP is to gather technical, functional, and commercial information to evaluate supplier capabilities and alignment with our requirements for a Location-Based Service (LBS) solution running in Azure. We are interested in a value-for-money solution that supports both control plane and user plane services and complies with the relevant 3rd Generation Partnership Project (3GPP) standards - aligns with 3GPP, Open Mobile Alliance (OMA) and European Telecommunications Standards Institute (ETSI), as well as addresses use cases such as emergency services, commercial applications, and sensor-based services, to support an evolving public safety and commercial value strategy.
