GENERAL PROCUREMENT NOTICE Country: Kyrgyz Republic Project: Water Supply and Sanitation Universal Access Program - Phase 1 Project ID No. P500620 Project Implementing Agency/Entity: Department for the Development of Drinking Water Supply and Wastewater Disposal under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic The Kyrgyz Republic has received financing in the amount of US$ 200,000,000 ( two hundred million US dollar) equivalent from the World Bank, the Asian Infrastructure Investment Bank, the OPEC Fund for International Development and the Swiss Agency for Development and Cooperation toward the cost of the Water Supply and Sanitation Universal Access Program - Phase 1, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1 – Water Supply Investments (US$143,5 million) This component will finance the construction and upgrade of water supply systems in 126 targeted rural villages in Issyk-Kul, Osh, and Chui regions, covering 450,000 people. Component 1 also includes funding for the design and development of design and estimate documentation/detailed engineering design (DED), financed by the AIIB Grant, construction supervision, connecting households to the water supply system up to the meter level, and covering incidental expenditures to address potential unforeseen technical issues that may impede the achievement of water supply targets in the project areas. This component consists of the following two subcomponents: Subcomponent 1.1 – Water Supply Access to the Unserved This subcomponent will finance the design and construction of climate-resilient water supply systems in 48 currently unserved settlements. In particular, the Project will finance the development of sustainable water sources, the creation of water treatment infrastructure (mainly ultraviolet disinfection systems) to ensure high-quality drinking water, and the creation of reliable water transmission and distribution networks capable of withstanding extreme weather conditions, covering 128,000 people in the Chui, Osh, and Issyk-Kul regions. All connections to the water supply will be equipped with metering devices to ensure sustainable water use. Subcomponent 1.2 – Water Supply Upgrades This subcomponent will finance the design, rehabilitation, and upgrade of targeted water supply systems in 78 villages and district centers in Ak-Suu, Alai, Aravan, Kara-Kulja, Kara-Suu, Panfilov, Sokuluk, and Uzgen districts. In particular, the Project will finance investments aimed at increasing sources and storage facilities and management efficiency, improving the hydraulic network to reduce non-revenue water, and expanding to provide water supply to communities affected by drought in the context of climate change, ensuring effective water resource management, and reducing vulnerability to climate impacts. The water supply system upgrades are consistent with the country's climate change resilience goals, providing communities with reliable access to water services in changing climatic conditions. Ten large systems serving small towns (about 145,000 people) will also benefit from solar power installations and pump station upgrades to improve energy efficiency. Component 2 – Sanitation Development (US$29 million) This component aims to improve priority investments in sanitation and provide technical assistance in the design of sewerage facilities. Under this component, the Project will finance the costs of the following activities: construction and rehabilitation or upgrading of decentralized sanitation systems for vulnerable households and selected social institutions in the target areas; technical assistance and equipment, as well as construction works to improve the quality of fecal sludge management services; implementation of a sanitation marketing and behavioral change strategy to incentivize the adoption and use of improved water supply, sanitation, and hygiene practices, as well as the efficient use of water resources; and technical assistance in the design of sewerage systems for future investments in priority settlements with a view to reducing environmental pollution and increasing the resilience of sewerage infrastructure to the effects of climate change. Component 3 – Performance-based Service Improvement Program (US$22 million) The project will finance performance-based grants (PBG) for targeted WSS service providers to improve service quality and sustainability, as well as the costs of implementing the professional and vocational development program. This component consists of the following two subcomponents: Subcomponent 3.1 – Service Delivery Improvements The Project will provide performance-based grants to selected eligible district water and sanitation service providers (“eligible DWSSPs”) to finance the start-up activities, and operational and structural investments of eligible DWSSPs, required by the performance requirements of the relevant DWSSPs, with the aim of improving their operational and financial efficiency, and the resilience of water supply systems against climate variability. Professional and Vocational Development Program. This subcomponent will focus on implementing the following activities: (i) Establishing and developing a national training center for water supply and sanitation at the DDWSWD; (ii) Implementation of a dedicated certificate-oriented, long-term capacity development program in response to the need to create a pipeline of water sector professionals with the skills to plan and manage efficient and sustainable water services; facilitating the enrolment of female participants in training programs aimed at developing their technical and leadership skills. Component 4 – Program Structuring, Management and Institutional Development (US$9,5 million) This component will finance technical assistance (TA) and institutional capacity building to establish a program management framework and opportunities for developing WSS infrastructure. In particular, the component will finance technical and operational support for the following activities. Component 5 – Contingency Emergency Response. This component will provide preparedness and rapid response measures to address disaster, emergency, and/or catastrophic events. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations) . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
