REQUEST FOR EXPRESSIONS OF INTEREST (REOI) SELECTION OF AN INDIVIDUAL CONSULTANT (ADVERTISEMENT) REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country: Republic of the Philippines Name of Project: Grant Facility for Project Preparation (GFPP): Technology-driven, Human-Centered Climate and Disaster Resilience through Innovation for Vulnerable Empowerment (THRIVE) Project Grant No: TF0C9968 Assignment Title: Environmental Safeguards Specialist Reference No .: PH-DOST-537854-CS-INDV The Department of Science and Technology-Central Office (DOST-CO) has received financing from the World Bank toward the cost of the Grant Facility for Project Preparation (GFPP) for the “Technology-driven, Human-Centered Climate and Disaster Resilience through Innovation for Vulnerable Empowerment (THRIVE) Project” and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of specialized environmental safeguards expertise for the preparation of the THRIVE Project Proposal and its associated environmental and social instruments. The Consultant will lead the preparation of the Environmental and Social Management Framework (ESMF) and contribute to the preparation of other required instruments, including the Stakeholder Engagement Plan (SEP), Labor Management Procedures (LMP), and Environmental and Social Commitment Plan (ESCP), in coordination with the Social Safeguards Specialist. The assignment includes environmental risk screening and assessment, identification of potential environmental impacts associated with construction, rehabilitation, and operation of project components, including hazardous waste (e.g., e-waste), resource efficiency, occupational health and safety, and potential impacts on environmentally sensitive areas. The Consultant will ensure that all environmental safeguards instruments are prepared in compliance with the World Bank Environmental and Social Framework (ESF), applicable Environmental and Social Standards (ESSs), and relevant Philippine laws and regulations. The estimated level of effort is One Hundred Twenty (120) days until the completion of the project deliverables, commencing upon Contract Signing. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Advanced degree (Master’s or higher) in Environmental Science, Environmental Engineering, Environmental Management, Natural Resources Management, or related field. At least ten (10) years of relevant professional experience in environmental assessment, management planning, or environmental safeguards for infrastructure or climate/disaster-related projects. Demonstrated experience in preparing Environmental and Social Management Frameworks (ESMF) and related environmental instruments for internationally financed projects. Strong practical understanding of the World Bank Environmental and Social Framework (ESF) and relevant Environmental and Social Standards (ESSs). Proven ability to integrate environmental considerations with technical designs and conduct field-based assessments. The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated February 2025 (“the Regulations”), which set forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants (paragraph 7.36 and 7.37) method set out in the said Regulations.
