RFx ID: 32148816Organisation: Ministry of Social DevelopmentOpen date: Monday, 28 July 2025 4:00 PM +12:00Close date: Thursday, 21 August 2025 5:00 PM +12:00Categories: 86000000 - Education and Training Services 93140000 - Community and social servicesRegion: Auckland Bay of Plenty Canterbury Gisborne Hawke's Bay Waikato WellingtonOverview: The purpose of this Request for Proposal is to source suitably qualified supplier/providers to deliver Welfare that Works - Community Job Coaching, a service for young people (18 – 24 years) that provides and supports them to come off benefit and enter sustainable employment. Over the past five years there has been an increase in the number of clients aged 18 to 24 receiving a benefit, as well as the duration of time they remain in receipt of a benefit. The Government is implementing an approach to support young people off benefit and into work by contracting community providers to coach youth (aged 18 to 24) who have been on the Job Seeker benefit for 3 months or more to gain and retain employment, ensure jobseekers are meeting their obligations and are moving towards independence from benefit. Welfare that Works (WtW) is a key component in achieving this goal as well as the Government’s target to reduce the number of people on the Job Seeker benefit. Contracted community providers will support every client with a needs assessment, individual employment plan, with a mix of specific activities jobseekers must complete and more individualised activities catered to the jobseekers needs, one-on-one coaching, employment support, and post placement support. This will be reported to and monitored by MSD. Community Job Coaches will support clients in finding and retaining employment, while also helping them stay on track with the goals and activities outlined in their individual employment plans. Community providers will report on individual employment plans, which include key activities directed by MSD that clients may be required to complete as part of their obligations.
