Tender summary
The M14 Utilities and Enabling Works Framework will be established under the NEC4 Framework and suite of contracts and designed to support the delivery of the M100 Advanced and Enabling Works Programme and the wider MetroLink Programme. The NEC Framework will initially run for four (4) years, with options extending up to a maximum duration of twelve (12) years, through a subsequent renewal of a further four (4) years, plus up to four (4) additional one (1) year renewals. The 12 year duration is essential to support the MetroLink programme and align with the M400 and M500 contract durations. The Framework will comprise five (5) Lots, including Site Enabling Lots, Utilities Lot and Multidisciplinary Lots and is designed to ensure suitability qualified Contractors are appointed to the respective Lots in order to deliver call-off contracts aligned to the scope of each Lot. The scope of the M14 Utilities and Enabling Works Framework includes: Land Access: All works associated with adjusting existing infrastructure to obtain land access / vacant possession required for scheme construction. All works associated with setting up the construction compounds. Demolition: All works associated with demolition of structures to facilitate the construction of Metrolink. Site Clearance: All works associated with vegetation clearance including Invasive Alien Plant Species. All works associated with establishing tree protection measures. Playing pitch modifications: All works associated with modifying playing pitches. All works associated with the treatment of cellars. Heritage works: The removal, storage, repair or conservation and reinstatement of identified heritage items. Façade Retention. Archaeology: All works associated with the archaeological investigation, reporting and resolution at specific locations where archaeological constraints exist Hard and Soft Landscaping. Civils works including permanent and temporary road construction and reinstatement, earthworks, utilities, drainage, road makings and other ancillary works where required. Property Renovations including noise mitigation measures. The decommissioning, diversion, protection and strengthening of utilities including the provision of new utility connections where appropriate. Diversions of utility assets including electricity, gas, water, foul drainage, surface drainage, and communications. Engagements with Utility Asset Owners and wider stakeholders. Sewer relining and protection works. Building Works. Site Investigation Works where required. Surveying, monitoring and testing; Project Supervisor Construction Stage (PSCS) Each Lot under the Framework will include elements of the above scope. While the above Frameworks are predominantly set up for the MetroLink project TII reserve the right to utilise these arrangements on other TII Luas Network Projects that are of a similar scope and nature.
