REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Country: Pakistan Project Name: System Transformation of Early Education Project – Balochistan (STEP-B) Project Number: 507717 Procurement Activity: Hiring of Engineering Design, Supervision & Quality Assurance (EDS&QA) Firm Reference No: PK-PMU-SED GOB-525324-CS-QCBS The System Transformation of Early Education Project – Balochistan (STEP-B), supported and Funded by Global Partnership for Education (GPE) through Grant Agent (The World Bank) through the System Transformation Grant (STG), USD 9.075 Millions aims to improve Balochistan's education system by addressing gaps in early childhood education and primary-level learning outcomes. Aligned with the Balochistan Education Partnership Compact (2024-28), the project focuses on ensuring equitable access to quality education and enhancing foundational learning skills among children. Project Management Unit (here and after as the Client) intends to apply part of the proceeds to cover eligible payments for hiring the services of qualified Engineering, Design, Supervision and Quality Assurance Consulting Firm (here and after as the Consulting Firm). The consulting services (“the Services”) include Engineering, Design, Supervision & Quality Assurance for construction and rehabilitation of government schools, ensuring full consistency with the TOR’s referred to in this REOI. The Terms of Reference (TOR) for the primary procurement stage for the assignment can be found at the following website: https://pmused.gob.pk/Tenders or can be obtained at the Office Address, House # 74-A Chaman Housing Scheme, Airport Road Quetta. The Project Management Unit, Balochistan Education Support Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth edition, February 2025 setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consulting firm(s)/ Joint Venture(s) will be selected in accordance with Quality and Cost based Selection (QCBS) Procurement Method of the World Bank Procurement Regulations for Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, February, 2025. Shortlisting Criteria for assessing an Expression of Interest will include: The consulting firm must have a minimum of 10 years of experience post registration in a related business (planning, designing, costing, project management, construction supervision and contract management, quality assurance, occupational health and safety, and implementing environmental and social management plans of the vertical structures works). Should be registered with the relevant authority/council/organization with a license to practice engineering services. Successful completion of at least three projects of similar scale and complexity (vertical structures/ buildings projects) within the past ten (10) years. In the case of the Joint Ventures (JV), each member of the JV should be able to reasonably meet the shortlisting criteria (e.g core business and general experience of 6 years, experience with a minimum of 1 similar assignment, etc.). However, all members combined should meet the overall requirements. Adequate logistic and technical resources to undertake the assignment. Firms should submit their relevant documents to establish their capacity regarding resources, establish offices etc. Availability of necessary personnel to carry out the services and commitment to maintaining adequate staffing to complete the work within the stipulated time. (Key experts will not be evaluated at the EOI stage and CVs are not required at the EOI stage). Further information can be obtained at the address below during office hours, i.e. 0900 to 1700 hours. Expressions of Interest (EOI) may be delivered in written form to the address given below by 05th May, 2026.
