BACKGROUND The European Union – Philippines Green Economy Partnership (EU-GEPP) is a collaborative initiative between the European Union and the Government of the Philippines aimed at accelerating the country’s transition toward a circular and green economy. The programme supports national and local government units in strengthening environmental governance, improving resource efficiency, and promoting sustainable waste management systems. Under the Green Local Government Units (Green LGUs) component , implemented by the United Nations Development Programme (UNDP) in collaboration with national government partners, selected partner cities are supported in developing and implementing circular economy solutions that enhance waste diversion, resource recovery, and inclusive livelihood opportunities. Caloocan City , one of the partner LGUs under the programme, is implementing initiatives to improve its solid waste management operations and circular economy practices , particularly in the areas of organic waste processing, recycling, and community-based resource recovery. These initiatives are aligned with the Ecological Solid Waste Management Act of 2000 (Republic Act 9003) , which promotes waste reduction, segregation at source, recycling, and composting as key strategies for diverting waste from disposal facilities. Recent technical assessments and stakeholder consultations conducted under the EU-GEPP project identified opportunities to enhance the operational capacity of several barangays and community facilities in Caloocan City. These include the deployment of appropriate composting technologies, recycling equipment, renewable energy systems, and livelihood-support tools that support sustainable waste management practices and promote inclusive economic opportunities, particularly for community groups and persons with disabilities (PWDs). In line with these objectives, the City Government of Caloocan, through its City Environment and Management Department (CEMD), has formally requested equipment support to strengthen the city’s circular economy initiatives and waste diversion programs. The requested equipment will complement existing facilities and support several operational functions, including: community-scale organic waste composting and processing recycling and material recovery operations tarpaulin upcycling and livelihood production renewable energy support systems for sustainable operations waste collection and logistics support The proposed interventions are expected to contribute to: improved waste diversion from landfills enhanced operational efficiency of Materials Recovery Facilities (MRFs) increased production of compost and recyclable materials strengthened community-based circular economy initiatives inclusive livelihood opportunities for local communities. To support the preparation of a potential procurement process for the supply and delivery of the required equipment, UNDP Philippines is conducting this Expression of Interest (EOI) as a market sounding exercise . The purpose of the EOI is to identify qualified suppliers, manufacturers, and technology providers capable of providing the required equipment and associated services. The information gathered through this EOI will help UNDP assess market availability, supplier capabilities, and potential technical solutions.
