Tender summary
Notice of Invitation for Bid Investigation of 202 5 -202 6 HCFCs Feedstock Applications Relevant units: The Government of China has received funding approved by the Executive Committee of the Multilateral Fund for the Montreal Protocol on phasing out the Substances that Deplete the Ozone Layer and the World Bank is the international implementing agency for the project. In order to ensure effective management of feedstock use and follow up with the current feedstock use circumstances and related data consistently, it is necessary to conduct the comprehensive investigation of HCFC feedstock applications in China for the period 2025 to 2026 annually. Foreign Environmental Cooperation Center, Ministry of Ecology and Environment (hereinafter referred to as the Centre) would like to choose one unit to undertake this project. The Centre now invites qualified units to submit letters of intent. Interested units are required to provide relevant information to demonstrate their qualifications and experience in completing the project. The project is expected to start in April 2026, finish in October 2027, and the project undertaking unit has to invested no less than 32 person months for the project. The criteria for qualification assessment are as follows: 1)Has to be familiar with the chemical industry and has at least five years experiences and background in chemical engineering and technology or similar project implementation; 2)Has rich experiences on data and information collection in chemical industry; 3)Has knowledge of purchase and sale market of chemical industry. With regard to the Bank's policy on conflict of interest, reference can be made to the provisions of article 1.9 of the World Bank (International Bank for Reconstruction and Development (IBRD) Loan and International Development Association Credit) Guide for Borrowers to Select and Engage Consultants (i.e. the July 2014 edition of the Advisory Consultant Guide). In order to improve the qualifications of bidders, interested units may form a consortium with other companies or jointly bid as sub-consultants.
