Introduction UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the delivery of 01 training program on digital literacy for youth . Over the past decade, Viet Nam has experienced rapid digital development, reflected in improvements in digital infrastructure, expanded e-government services, and growing technological innovation. These developments create many new opportunities for economic and social development. At the same time, they also raise several emerging issues, including questions related to personal data protection, the spread of misleading information online, and unequal access to digital resources. Such issues have become increasingly relevant as digital technologies continue to evolve in the context of Industry 4.0. Addressing them benefits from approaches that emphasize fairness, inclusion, meaningful participation, and responsible governance in order to ensure that digital progress supports broad-based development . Advancing the 2030 Agenda for Sustainable Development calls for meaningful collaboration between young people and a wide range of stakeholders. Creating opportunities for youth to contribute their perspectives can help ensure that development efforts reflect the experiences and aspirations of younger generations. In this regard, UNDP works with youth organizations, communities, public institutions, and development partners to support youth engagement across different dimensions of sustainable development. In this context, UNDP is seeking an experienced NGO, national research institution, or firm to design and deliver a training program that supports young people in strengthening their understanding of topics such as privacy, online communication, and responsible digital engagement. The training aims to equip youth with practical knowledge and skills that enable them to participate constructively in discussions related to digital development and governance, while encouraging inclusive dialogue and informed participation in shaping a digital future that benefits diverse communities. OBJECTIVES OF THE ASSIGNMENT · Build capacity of youth on privacy, speech, and digital literacy including concepts, limitations, and historical debates surrounding these topics, with the goal of raising awareness and fostering a deeper understanding of these complex issues. · Empower youth to develop critical thinking, analytics and presentation skills to engage meaningfully in governance processes and advocate for inclusive, equitable, and accountable digital transformation.
