REQUEST FOR EXPRESSIONS OF INTEREST Consulting firm for conducting Beneficiary Satisfaction Assessments (Consultant Firms Selection, Ref. No. C3-FS-04, Project ID No. P178883, IDA Credit No. 7431-LA) The Government of Lao Peoples Democratic Republic (GoL) has received financing support from the World Bank’s (WB) International Development Association (IDA) to implement the Reducing Rural Poverty and Malnutrition Project Phase II (RRPM II) with a project duration of Five (5) years starting from March of year 2024. The Reducing Rural Poverty and Malnutrition Project II (RRPM II) in the Lao People's Democratic Republic aims to address the challenges of poverty and malnutrition in the country, particularly in rural areas. The project focuses on strengthening the social protection system, enhancing the convergence of multisectoral interventions to improve nutrition behaviors in targeted areas, and responding promptly and effectively to eligible crises or emergencies. The project builds on the achievements of the first phase of the RRPM project, which established the building blocks of social protection, implemented a nutrition-sensitive Conditional Cash Transfer (CCT) program, and coordinated the Nutrition Convergence Approach. RRPMP II consists of five components as follow: (1) strengthening social protection building blocks, (2) supporting the implementation of the nutrition-sensitive conditional cash transfer program, (3) implementation management support and institutional strengthening, (4) enhancing the nutrition convergence oversight and coordination, and (5) contingent emergency response. Each component has specific objectives and activities aimed at improving the delivery of essential services to the target population. To ensure timely implementation or the Project, this REOI is issued for conducting Beneficiary Satisfaction Assessments. The objective is to independently assess the beneficiaries’ satisfaction with the implementation of the CCT program under RRPM II. The RRPMP II now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, specifically: Legal status recognized by the Government of Lao PDR; Previous experience in the administration of household surveys in Lao PDR with a good network of experienced enumerators, supervisors and survey logistics; Previous experience in conducting related surveys on nutrition and SBCC as well as on the delivery of public services, community-driven agriculture-based nutrition interventions; The firm should be able to select an appropriate team of interviewers to conduct the survey in Lao-Tai, Hmong-Mien, Mon-Khmer, and Chino-Tibetan languages. The firm shall have demonstrated knowledge to produce high quality reports. Experience with World Bank or other international development partner–financed projects. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Regulations Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services (July 2016, revised November 2020 edition), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultants Qualification Based Selection (CQS) set out in the Consultant Guidelines.
