GENERAL PROCUREMENT NOTICE COUNTRY SRI LANKA NAME OF PROJECT SECURE, AFFORDABLE, AND SUSTAINABLE ENERGY FOR SRI LANKA (P505052) PRACTICE AREA/SECTOR ENERGY/POWER TRANSMISSION LOAN NO. IDA-78200-001 The Ceylon Electricity Board through Government of Sri Lanka has received financing in the amount of US$ 30,000,000.00 equivalent from the World Bank toward the cost of the Secure, Affordable, and Sustainable Energy for Sri Lanka, Project Component 1 - Installation of a 75 MVA Synchronous Condenser at the New Habarana Grid Substation , and Project Component 2: Technical Assistance for Strengthening Institutional Capacity. Project component 1 aims to enhance grid stability, reactive power support, and voltage regulation in the northern transmission network, thereby strengthening ability to integrate renewable energy into the national grid. The project will include the following procurement packages: C onsultancy service for preparation of technical specifications Design, supply, installation, testing, and commissioning of a 75 MVA synchronous condenser system, including associated transformers, 220 kV bays, control and protection systems, and auxiliary equipment. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and Ceylon Electricity Board website and “Daily News” newspaper of Sri Lanka .
