Introduction Job title : ICT Systems Analyst / Case Management Systems Consultant for Law Enforcement Project: Accountable, Effective and Gender-responsive Institutional Systems for Policing and Rescue Service in Armenia (AEGIS) Job category: National (this job is open only to Armenian nationals) Contract type: Individual Contract (IC) Duration : 10 April 2026– 15 June 2026 (estimated 50 workdays) Duration : Yerevan, Armenia (home-based with occasional office visits) Objective of the assignment: The “Accountable, Effective and Gender-responsive Institutional Systems for Policing in Armenia” project, developed with the MOIA, Police, and other authorities, builds on ongoing reforms and aligns with Armenia’s national priorities. It aims to strengthen Police and Rescue Service effectiveness and accountability through institutional improvements, digital transformation, and data-driven decision-making. A key focus is enhancing the Criminal Police’s capacity via policy support, training, standard procedures, and modern technology to enable intelligence-led policing and evidence-based investigations. Current fragmented information systems limit analysis and coordination. To address this, MOIA plans a secure, integrated Case Management System (CMS) to centralize case handling, improve information sharing, and support advanced analysis. In support of this initiative, UNDP Armenia seeks a local ICT expert/business analyst to develop a ToR for designing and implementing a modern crime information, case management, and analytical system for the Crime Statistics and Research Centre (CSRC).
