Introduction FOR ONE UN HOUSE IN SAMOA ON A LONG-TERM AGREEMENT (LTA) BASIS UNDP invites quotations for the provision of recruit, train, manage, and supervise unarmed security personnel to ensure safe access control, perimeter security, and regular patrol coverage, consistent with UNSMS requirements and local laws. The required duty locations and guard posts are at (i) Main entrance gate, (ii) Exit gate, and (iii) Patrol functions. The schedule is based on 12‑hour shifts, with an indicative staffing requirement. The UPSS provider must deliver standard guard services including access control and visitor verification; assistance to visitors and staff; response to incidents and emergencies (security alerts, fire alarms, medical events, and other urgent situations); and regular patrols, where guards assigned to patrol duties must patrol at least once every hour. The provider must maintain a 24‑hour duty log, prepare clear written reports, and submit incident reports within 24 hours to the Contract Officer. The contract requires strong operational resilience and supervision. The provider must be able to deploy replacement personnel quickly, with standard replacement within 2 hours and emergency replacement in less than 45 minutes. The provider must also demonstrate capacity to manage personnel effectively, provide female guards when required, ensure staff are properly rested and managed in line with labour laws, and comply with employment requirements, including duty-hour limits, rest periods, and leave provisions described in the Schedule of Requirements.
