Introduction The United Nations Development Programme (UNDP) Rwanda, under the IremboPay enables inspectors and district officials to issue and receive payments for environmental fees in real time, enhancing transparency, traceability, and accountability in biodiversity finance management. To further promote public awareness, build citizen trust, and accelerate the adoption of digital payment services, UNDP Rwanda intends to produce a high-quality television advertisement using infographic and motion graphics formats. Through this procurement process, UNDP Rwanda is seeking to hire a qualified national consulting firm to design and produce a broadcast-ready motion graphics video explaining IremboPay’s services and benefits, as well as to manage paid advertisement placement on national television channels, including Rwanda Broadcasting Agency platforms such as Rwanda Television and Radio Rwanda. The selected firm will be responsible for developing the creative concept, scriptwriting, animation production, voiceover recording, post-production editing, and coordination of broadcast placement to ensure maximum national reach. The assignment will contribute to UNDP’s broader communications and digital inclusion efforts while supporting Rwanda’s vision for a cashless and digitally empowered economy. The assignment is expected to be completed within approximately 4–6 weeks from contract award, including production of the video content and confirmation of broadcast placements.
