ESR 2026 Fence Perm Repair Temp Const for the BLM Vale District Office, Oregon THIS IS A PRESOLICITATION SYNOPSIS. The solicitation is anticipated to be issued on or about March 20, 2026. All responsible sources may submit a proposal which shall be considered by the agency. This procurement is a SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET ASIDE (SDVOSB). Contractor must be a SDVOSB to be considered responsible. The Department of the Interior (DOI), Oregon State Office intends to issue a Request for Proposal for a firm fixed price construction contract for ESR 2026 Fence Permanent Repair and Temporary Construction for BLM Vale District Office, Oregon. The purpose of the project is to repair permanent barbed wire fences to maintain current grazing rotations on unburned areas and install temporary fences to prevent livestock from accessing roadways and protect burned areas for rest. With ESR objectives met at the Willowcreek fire area, which is now recovered for livestock use, temporary fences will be removed to allow full grazing within the fire area. Work includes modifying or repairing 34.58 miles of permanent fence across two fires to address varying wildfire damage, constructing 10.55 miles of 3-strand temporary fence on two fires, and removing 6.8 miles of temporary fence—including t-posts, easy panels, and clips—on one fire. The contractor must follow specifications for permanent fence reconstruction and all new temporary fences, and deposit removed materials neatly at each end of the temporary fence for easy pickup. The project is on land administered by the BLM Vale District Office within Malheur County, Oregon. IAW FAR 36.204, the magnitude of this construction project is between $500,000 and $1,000,000. The performance period is 242 days after issuance of Notice to Proceed (NTP). The NAICS code is 238990 and the small business size standard is $19 million. Requirement is subject to construction wage determination OR20260074, effective 01/02/2026. The most recent version will be incorporated at time of award. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. The basis of award will utilize the best value continuum -- lowest price technically acceptable (LPTA) source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1.
