Tender summary
The purpose of this procurement is to commission an analytical study of future demand and supply of commercial pilots in the Norwegian aviation industry towards 2040. The study shall provide the Ministry of Transport with an overall assessment of whether the Norwegian aviation industry is likely to have access to a sufficient number of qualified pilots in the coming years. The assignment covers commercial fixed-wing and helicopter operations and includes an assessment of pilot demand under alternative traffic scenarios, as well as the expected supply of pilots, taking into account age structure, retirement patterns and training output. The study shall also include a high-level assessment of pilot training capacity in Norway and key factors that may affect long-term recruitment. The procurement consists of a single contract and is not divided into lots. The procurement shall result in a final report to be delivered within September 30, 2026. The estimated value of the procurement is NOK 300,000 excl. VAT. This estimate is not binding for the Contracting authority.
