Tender summary

The overall objective to which this action will contribute is: to strengthen the capacity of higher education system for enhanced coordination, regulation and sustainability of interventions in Somalia. The specific objectives of this contract will be as follows: (i) to strengthen the capacity of the National Commission for Higher Education (NCHE) to implement the National Quality Assurance and Accreditation Framework and ensure quality improvement in higher education in Somalia; (ii) to support the Ministry of Education, Culture and Higher Education (MoECHE) to implement the National Higher Education Policy; and (iii) to provide practical support to the Higher Education Management Information System (HEMIS) users based on the existing gaps analysis. The expected results of this contract will be as follows: Output 1: Implementation of the National Quality Assurance and Accreditation Frameworks for institutions and programmes by NCHE. Output 2: Implementation of the National Higher Education Policy by MoECHE along a sequenced implementation plan and monitoring framework. Output 3: Support HEMIS operationalisation, as needed.
