E210-KE ASSIGNMENT TITLE: NYOTA FINANCIAL MANAGEMENT SPECIALIST REFERENCE NO: REF No. KE-SDYA-546405-CS-INDV The Government of Kenya has received financing from the World Bank towards the cost of theNational Youth Opportunities Towards Advancement (NYOTA) Project and intends to apply part of theproceeds for consulting services of a NYOTA Financial Management Specialist Tender Ref No. REF No. KE-SDYA-546405-CS-INDV The attention of technical advisor is drawn to paragraph 3.14,3.16 and 3.17 of the World Bank procurement regulations IPF borrowers dated 2016 and revised on September 2025 (7th edition) setting forth the world bank on conflict of interest. The Government of Kenya through the State Department for Youth and Creative Economy seeks the services of the Financial Management Specialist to undertake the task listed in the terms of reference. The Financial Management Specialist will be based in Nairobi, but will be available to travel to the other counties. The Financial Management Specialist will be selected based on Individual Consultant Selection methods set out in the world bank procurement regulation. Interested Individuals may obtain further information from the Project Supply Chain Management Office at NYOTA offices, Bruce House, Standard Street, 3rd Floor Northern Wing Room No. 321 during official working hours (8.00 a.m-5.00 p.m.) and days. Complete REOI document (paginated and stamped/signed on each page) and enclosed in plain sealed envelope marked with the tender reference number and addressed to the Principal Secretary, State Department of Youth Affairs and Creative Economy, P. O. Box 34303 – 00100, Nairobi, Kenya and should be deposited in the Tender Box at Bruce House 3rd Floor to be received on or before Thursday 14th May, 2026, at 11.00 hours. The REOIs will be closed/opened immediately thereafter in the presence of the candidates at the NYOTA Boardroom, Bruce House, 3rd Floor Standard Street Nairobi.
