REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) Country: Kenya Project: Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) Project ID: P181328 Loan No./Credit No./ Grant No.: TF-C3188 Assignment Title: Senior Investment Officer Reference No.: KE-TDB-548393-CS-INDV The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the Senior Investment Officer (Individual Consultant) assignment for a period of three (3) calendar years from contract commencement date. The objective of the assignment is to support the Project and Infrastructure Finance (PIF) team. As a member of the PIF team, the senior investment officer will be involved in origination and execution of transactions until financial close is achieved. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are: A minimum of a master’s degree in business administration, Accounting, Banking, Finance, Economics, or related field A Minimum of 10 years general working experience in Finance with a Development Finance Institution, a Commercial Bank or Financial Advisory Firm. A minimum of 8 years of specific experience in project/ corporate finance in similar assignments A minimum of 3 years of specific experience in financing renewable energy, clean cooking or distributed energy systems is required. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
